Under general supervision of the Public Works Assistant Director for Utilities and Roads manages and directs the activities of the Water and Wastewater Section of the Public Works Department. Manages and supervises Water Treatment and Production Water Distribution and Wastewater Supervisors and staff in all aspects of water treatment production and distribution and wastewater collection and treatment including preventative maintenance equipment/material replacement and repairs budgeting scheduling planning organization etc. This job class is treated as FLSA Exempt.
Distinguishing Features: The Water and Wastewater Section Manager provides leadership management and technical expertise on all matters related to domestic water and wastewater throughout Public Works. Consistently demonstrates a high level of skill in managing water and wastewater staff and facilities. Ensures compliance with the Communitys Goals and Vision and that all work meets or exceeds standard practices. Maintains effective and positive relationships with staff agency representatives and contractors to ensure the highest quality work is performed within the Community. Possesses a diverse technical and management background in engineering and/or water treatment and production water and wastewater management water and wastewater construction and preventative maintenance related activities.

Examples of Tasks
1. Plans organizes and directs the activities of the Water and Wastewater Section. Develops and maintains policies procedures guidelines and short and long term goals and objectives for the section. Oversees and directs all administrative functions including quarterly and annual reports training payroll and leave requests. Prepares implements and monitors the annual operating budget for the section. Provides administrative and managerial support on Water and Wastewater Section matters to the Public Works Director and Assistant Directors as needed.
2. Provides leadership mentoring and technical guidance to allow Water and Wastewater staff to perform independently and further career progression goals. Provides direct supervision for water and wastewater staff including but not limited to the Water Treatment and Production Water Distribution and Wastewater Supervisors. Supervises and evaluates the work of assigned staff and conducts timely performance evaluations. Monitors staff work volume prioritizes work and assigns staff appropriately to ensure all section assignments are accomplished within established timeframes. Responds to staff problems and concerns related to work assignments or performance issues. Coordinates and oversees the recruitment and hiring of employees to backfill vacant positions as necessary.
3. Oversees the planning organization and direction of personnel by working with Supervisors to ensure that projects and activities are scheduled efficiently adequately resourced and properly prioritized. Works closely with Supervisors to ensure efficient planning and scheduling of work activities and consistent completion of work order and equipment documentation. Develops and maintains Operation & Maintenance Program for the water and wastewater systems. Works with Regulatory Compliance Supervisor to ensure compliance with EPA drinking water rules.
4. Reviews and evaluates proposed water and wastewater maintenance projects and provides recommendations on ways to accomplish program objectives. Evaluates proposed plans and coordinates labor material and equipment necessary for various repair and maintenance projects. Coordinates and schedules maintenance projects with customers contractors utility companies applicable sections departmental staff and other municipal partners. Ensures that all required plan reviews permits and necessary clearances are obtained. Monitors schedule activities and status of repair/maintenance projects and provides written and oral reports as required.
5. Manages and monitors fiscal budgets by reviewing individual areas monthly to ensure that each group operates within budget guidelines reviewing purchase requisitions to ensure they are in compliance with annual budget requests and current procurement policies and requesting additional information and documentation on certain expenditures as needed for clarification or justification.
6. Assists with contract administrative duties by negotiating and recommending contract terms evaluating performance and ensuring compliance with warranty and contract agreements meeting with responsible parties to receive input regarding the specifics of the project working with Supervisors to determine if the responsible parties are meeting the contractual obligations working with consultants inspectors and engineers to assist in evaluating services and recommending decisions based on the information gathered.
7. Assists in master planning for future water and wastewater facilities. Assists in the planning for existing and future equipment and facility needs by directing staff to gather cost information pertaining to future projects reviewing and commenting on completed planning documents and providing support to staff as needed.
8. Observes and monitors construction/maintenance activities to ensure that work requirements are preformed according to established agreements. Monitors and ensures section and contractors are in compliance with all applicable codes laws rules regulations standards polices procedures and guidelines. Initiates action to correct deviations or violations regarding safety budget or compliance issues.
9. Develops and implements comprehensive sewer line and lift station operation and maintenance program. Along with Water Resources Section Manager implements comprehensive septic system maintenance and replacement program. Assists Water Resources Section Manager in the development of standards for septic system installations.
10. Monitors Community domestic water/wastewater SCADA system. Researches recommends and coordinates improvements and maintenance for SCADA system. Works with IT Department to maintain and upgrade the SCADA system.
11. Work with residential and commercial customers to resolve water/wastewater concerns or issues.
12. Performs other job-related tasks as assigned by the Public Works Director or Assistant Directors to enhance departmental operations.

Minimum Qualifications
Education & Experience:Bachelors degree from an accredited college or university in Civil Engineering or related field and four (4) years full-time experience in the field of water and wastewater management and two (2) years of experience in a supervisory capacity; OR Associates degree in related field and eight (8) years full-time experience in the field of water and wastewater management and three (3) years of experience in a supervisory capacity. Licensure equivalent to Registered Professional Civil Engineer in the State of Arizona OR Grade III (three) operator licenses (ADEQ or equivalent) in at least three of the following categories is required within one (1) year of hire:
- Water Treatment
- Water Distribution
- Wastewater Treatment
- Wastewater Collection
Masters degree may substitute for two (2) years of experience. Additional training in personnel management and supervision preferred.
Equivalency:Any equivalent combination of education and/or experience that would allow the candidate to satisfactorily perform the duties of this position will be considered.
