Duties

As an BUDGET OFFICER GSyou will:

  • Operate the Resource Management System a network of commanders resource advisors cost center managers and technical advisors aligned to the Wing/GSU organizational structure and oriented towards the management of appropriated funds and workdays for the accomplishment of unit missions.
  • Serve as the principal author for local resource management policy development and publication.
  • Serve as the principal budgetary advisor to senior leadership and top management personnel in maintaining balance efficiency and economy of operations to accomplish programmed objectives.
  • Oversee budget formulation validation compilation and submission requiring the frequent contact with commanders resource advisors higher headquarters (ANG/FMA) and field counterparts.
  • Review initial funding (programmed or received) and devises and carries out apportionment to base organizations ensuring financial continuity between fiscal years.
  • Follow up on approved distributions by ensuring the prompt and accurate loading of fund targets to the accounting and supply systems and by notifying the affected units resource advisor.
  • Monitor the execution of the overall annual operating budget.
  • Issue Call for unfunded requirements that meet ANG/FMA Budget Execution Review (BER) criteria ensuring timely notification clear and concise instructions and achievable suspenses for all required financial actions.
  • Perform special studies and selective reviews of budgetary programs and procedures (e.g. conversions or mission changes/additions).
  • Perform other duties as assigned.

    Military RequirementsCompatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing states Air National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership.     CONDITIONS OF EMPLOYMENT & NOTES:

    This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012 Public Law 112-81 Subtitle F-Financial Management Section 1599. Incumbent shall comply with the requirements of this certification program.

    Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012 Public Law 112-81 Subtitle F-Financial Management section 1051 amending 10 United States Code section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse in direct deposit is mandatory

    • May be required to successfully complete a probationary period
    • Federal employment suitability as determined by a background investigation
    • Males born after 31 December 1959 must be registered for Selective Service

    Qualifications

    General Experience:
    All series personnel must be certified at the next higher grade-level before being eligible for grade promotion to that level; and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. An applicant must have a Series
    validated understanding of the complex principles and concepts of the occupational series and grade.

    Specialized Experience:
    To qualify for the GSNon-Supervisory Position the candidate must be eligible for entry into the positions financial management certification career program based on the positions GS-grade and/or the candidates military rank before final approval and appointment is processed. A candidate must have at least 36 months of finance budget Series experiences and competencies that provided in-depth knowledge of financial principles and procedures. Candidate must have a comprehensive understanding of the principles and concepts of the National Guard financial budget business program requirements. A candidate must have expanded experiences and training that demonstrates the abilities to lead follow directions read retain and understand a variety of instructions regulations policies and procedures. As a condition of continued employment in the GSposition dependent on the positions certification level and contingent on the employees military rank the employee must complete the higher financial management certification within 24 months of appointment to the position.

    Education

    For the military officer commission an undergraduate degree from an accredited college/university is mandatory. The degree should be in accounting; or in a related field such as business administration business law finance or public administration. A graduate degree in accounting or a related field is optimum.

    If you are a male applicant who was born after 12/31/1959 and are required to register under the Military Selective Service Act the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency ( Clearance

    Must be able to obtain a Secret Clearance within 1(One) Year of appointment
