Duties

PRIMARY PURPOSE: To serve as a MAJCOM-level Mobility Air Force (MAF) Senior Director of Operations in the 613th Air Operations Center (AOC) Air Mobility Division (AMD) overseeing managing and directing the real-time global Command and Control (C2) mission planning coordination scheduling tasking execution and recovery of PACAF owned and gained air mobility assets that are supporting worldwide national interests primarily in the US Pacific Command (USPACOM) Area of Operations (AOR) during peacetime and in crisis 24/7 to include world-wide GWOT operations.

DUTIES:

  1. Applying Air Force air mobility experience manages the direction execution and controlling of PACAF worldwide airlift and air refueling system supporting Combatant Commanders force projection sustainment and regional commanders force sustainment. Serves as the senior officer-in-charge of PACAF air mobility C2 operations providing technical and managerial direction to military and civilian C2 workforce.
  2. Ensures the proper application of resources and systems in the accomplishment of operational objectives. Directs the Analysis of current and crisis planning for feasibility and operability.
  3. Establishes develops and maintains effective working relationships.
  4. Prepares and delivers oral presentations
  5. Prepares and delivers oral presentations such as briefings training sessions consultations and strategy sessions with other staff service functions and activities to secure cooperation resolve controversial matters and convey information relative to proposed changes in assigned program(s).

  • Must have or be able to obtain a Top-Secret clearance.
  • USAF air mobility rated (pilot or navigator) operational experience is highly desirable.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • This is a shift work position (24/7). During contingency operations and as required by the supervisor incumbent may be required to work extended/non-standard hours. Workload will require weekends holidays and nights.
  • Must maintain AOC positional certification and currency.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.

  • IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.
QUALIFICATIONS:
In order to qualify you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Transportation Operations (2150) Series

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12 or equivalent in other pay systems. Examples of specialized experience include experience in maintaining retailing purchasing or procurement of automotive rail air bus or other transportation equipment or services or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal State and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; mastery knowledge of air operations and transportation concepts principles and methodology applicable to DoD transportation systems; expert knowledge of organizational missions objectives and procedures of the services and the relationships with their support requirements of other areas such as logistics aeromedical evacuation Global Strike etc. and the regulatory framework in which they operate; thorough knowledge of command and control operations to include en route locations; extensive knowledge of logistics system capabilities and limitations including how airlift and air refueling operations platforms and capabilities impact these systems as provided by DoD transportation and affiliated civilian agencies; knowledge of aircraft performance capabilities and limitations to include range fuel requirements configuration loading takeoff data and weight restrictions; total familiarity and knowledge of laws regulations directives and policies that govern global mobility airlift operations; in-depth knowledge of flight operations visual and instrument flight rules Federal Aviation Regulations the international airway routes and structure oceanic routes controlled and special use airspace flight characteristics and systems of several types of aircraft (aircraft altitude/airspeed capabilities cargo/pax capabilities); in depth knowledge of airfield survey data and information from enroute supplements; i.e. runway length load bearing capability types of fuel available etc. which are necessary for determining the suitability of the intended destination and alternatives for mission support.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge skills abilities and/or competencies in the following areas:
  1. Knowledge of the policies practices regulations and laws concerning global air mobility operations and transportation programs. Well-versed in all aspects of mobility operations to include mission planning tasking scheduling coordination dispatching execution and aircraft recovery.
  2. Expert technical knowledge of air and transportation operations policies practices regulations and laws concerning air mobility and military aircraft operations concepts principles and procedures; and methodology applicable to DOD air mobility operations and transportation systems along with knowledge of a wide range of qualitative and/or quantitative methods for assessment and improvement of Air Operations Center key processes and systems.
  3. Expert knowledge of the missions roles functions organizational structures and operation of the DoD US Pacific Command (USPACOM) AMC PACAF Air Force and organizations that govern interface with and/or influence the complex process of global air mobility mission planning allocation and execution which encompasses air transportation of cargo passengers air refueling contingency and aero medical evacuation.
  4. Knowledge of information industrial and personnel security concepts principles and practices to plan and implement required security programs in these areas. Knowledge of safety and security regulations practices and procedures.
  5. Ability to plan organize and direct the organizations functions supervise mentor motivate appraise and work with subordinate supervisors and nonsupervisory employees.
  6. Ability to communicate both orally and in writing clearly and concisely and with technical and operational accuracy; negotiate complex issues; maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience including volunteer work done through National Service Programs (i.e. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.
