Job Summary

Summary

This position is located in the Nevada Field Office Assistant Manager for Environment Safety and Health. Position responsibilities include providing oversight of Nevada National Security Site (NNSS) nuclear facilities and nuclear operations that pose potential criticality concerns. The incumbent serves as the Nuclear Criticality Safety Engineer (NCSE) and is responsible for implementation of DOE Orders related to criticality safety through contractual agreements and contract management.


Duties

At the full performance level EN-04 the individual selected will be responsible for:

  • Nevada Field Office (NNSA/NFO) nuclear safety management programs. Supports the process for evaluating and engaging senior management in nuclear criticality safety risk acceptance decisions and providing advice on the protection of the public health and safety from the potential adverse effects of national defense related activities and operations.
  • Implements NNSA/NFO oversight requirements and guidance to ensure contractors compliance and acceptable performance. The incumbent will gather information and analyze nuclear safety performance trends to ensure that nuclear facility issues are identified and resolved before resulting in operational problems.
  • Leads special work authorization processes related to nuclear criticality safety basis. The incumbent works through an Integrated Safety Management System to ensure work is properly analyzed hazards and controls are appropriately identified and effectively implemented lessons learned are analyzed identified and integrated into subsequent work planning and execution.
  • The incumbent utilizes technical expertise and broad experience in assigned program area in dealing with extremely broad and complex nuclear safety issues which are further complicated by such factors as the wide geographical dispersion of facilities and activities involved and the multiplicity of performing organizations authorizes policies and controls.
  • The incumbent will utilize the results of assessments. program reviews or feasibility studies and incorporated lessons learned into directives covering new and innovative approaches technologies and methods for enhancing the assessment of nuclear safety. The incumbent is a recognized expert in nuclear criticality analysis and the operation of nuclear safety systems and components and in the design start-up operation and decommissioning of defense nuclear and radiological facilities.

    Qualifications

    To meet the basic qualification requirements for General Engineer/Physical Scientist EN-0801/1301-04 in addition to meeting the educational requirements for this position a candidates application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade in the Federal Service i.e. EN-03 GS-13 or NQ-03 in managing or conducting oversight of the implementation of safety management programs for high-hazard facilities (e.g. nuclear chemical explosives) to ensure regulatory compliance of facility operations.


    Examples of Qualified Experience:
    • Experience conducting oversight activities of high hazard operations
    • Experience as a subject matter expert implementing or evaluating safety management programs for high-hazard facilities (e.g. nuclear chemical explosives)
    • Experience with developing Documented Safety Analysis (DSAs)/Technical Safety Requirements (TSRs) implementing or performing oversight of 10 CFR 830 requirements.
    • Experience with conducting formal audits and assessments of high-hazard facilities or activities independently leading teams or participating as a Team Member.

    Education

    Physical Scientist (1301) Individual Occupational Requirements Basic Requirements:

    1. Degree: physical science engineering or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics dynamics properties of materials and electronics.
    or
    1. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science plus appropriate experience or additional education.

    General Engineer (0800) Individual Occupational Requirements Basic Requirements:

    A. Degree: Engineering. To be acceptable the program must: (1) lead to a bachelors degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics such as optics heat transfer soil mechanics or electronics.

    OR

    B. Combination of education and experience -- college-level education training and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering and (2) a good understanding both theoretical and practical of the engineering sciences and techniques and their applications to one of the branches of engineering.
