The salary range indicated reflects the locality pay adjustments for the Washington D.C. Metropolitan area.

Performs the administrative and management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff which are clearly communicated through the formal employee performance management system. Observes workers performance and demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Develops work improvement plans recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters.
Administers and manages information technology (IT) projects for major office or program issues of broad impact. Conceives and implements new initiatives and projects to strengthen facilitate and integrate programs. Undertakes or participates in special projects ongoing analyses investigations and initiatives that have high priority for senior-level management. This may involve producing complex analyses and written reports; organizing special committees workshops and other gatherings; initiating program reviews; developing or fostering cross-agency activities.
Provides expert technical advice for the implementation maintenance enhancement and coordination of online systems and Web site(s) on the Internet. Coordinates and participates in the planning design development testing and implementation of organizational Web site(s).
Develops directives to implement high-level policy changes that impact technology resource requirements. Analyzes statutory requirements against existing directives to assess the degree of change necessary to comply with the new requirements. Coordinates comments on revised directives as part of the review process and incorporates comments or resolves issues into final directives. Analyzes feasibility studies proposals and in-depth analyses of current requirements and forecast trends and future needs. Participates in the development of agency-level Internet policies. Identifies policy needs and priorities and establishes policy development agendas. Prepares and implements metrics for measuring policy effectiveness.
Provides expert analysis and advice on complex program related information technology (IT) issues or problems where new analytical techniques must be developed to identity and evaluate findings. Based on operations and changing program requirements identifies relevant issues. Collects relevant information from many varied sources some of which are difficult to access.

Ability to supervise and lead a diverse workforce of user experience designers and user researchers.**

Ability to conduct user experience design and user research such as usability testing and evaluate user experience.
Knowledge of the principles methods and techniques of IT Project Management processes in support of application design and development.

Although it is the Librarys policy to afford the maximum pay benefit to employees when setting rates of pay a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
