This is a non-supervisory bargaining unit position.

Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.


Duties

This permanent position is hybrid telework eligible. It is not eligible for 100% distant/remote telework.

Collaborates with internal and external stakeholders business analysts IT specialists contractors and others to identify and capture OCIO acquisitions and vendor-related requirements and expectations at the Service-wide and division/section levels.

Articulates clear requirements in Statements of Work or Performance Work Statements for contracts for the most complex goods and services requiring regular oversight and interaction with contractor program management and Library service units Library management or Congress or other executive stakeholders to address issues with contract staffing schedule and project management. Ensures that contracting terms specify required performance management metrics reporting and processes to support OCIOs vendor performance management process.

Performs contract administration activities for procurements related to the significant highly specialized acquisition of IT goods and services where selection involves the tradeoff among nonprice factors and the scope may be Library or Legislative Branch wide. Monitoring includes all types of contracts including fixed price cost-plus-fix-fee cost-plus-award-fee labor hour and time & material with high dollar values. Monitors vendor service delivery and performance through direct observation written and verbal communications and the review of vendor provided deliverables in accordance with terms and conditions of the contract.

Conducts post-award meetings to review contract milestones responsibilities and status. Analyzes documents justifies and recommends proposed contract changes to the contracting officer for consideration.

Tracks indexes and burn rates for a given contract analyzes and provides a comprehensive financial report on complex contracts.

Inspects and accepts deliveries and monitors services for conformance with complex contract terms and conditions. Accepts or rejects deliveries and services including acceptance of reports or analytical documentation. Validates and processes invoices in accordance with Library policies and procedures.

Develops and manages quality control and assurance processes and procedures for oversight throughout the contract life cycle. Supports the Project Manager (PM) in developing and maintaining a quality assurance surveillance plan (QASP) and/or performance standards as appropriate. Verifies delivery of products and services according to specified standards. Prepares contractor performance evaluation based on Library regulations and procedures. Regularly communicates performance expectations and results with contractor program management. Reviews and mentors lower level CORs in the preparation of evaluations. Monitors vendors reporting of performance management metrics throughout contracts period of performance ensuring that all performance management reporting contract terms are fulfilled by the vendors. Submits contractor performance evaluation pursuant to Library regulations.

    Qualifications

    Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge skills and abilities to perform the duties of the position without more than normal supervision.

    Knowledge of contract administration principles and practices to monitor contractor performance; ensure compliance with contract terms; resolve issues; and perform contract closeouts.**

    Ability to perform vendor management and acquisition planning activities.

    Ability to interact collaboratively with others and provide consultation or liaison services.

    Ability to research analyze and interpret data related to issues or problems with the acquisition of goods and services.

    Ability to communicate in writing.

    Ability to communicate effectively other than in writing.

    Althoughit is the Librarys policy to afford the maximum pay benefit to employees when setting rates of pay a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
