Duties

As a Budget Analyst you will:

  • Serve as the Bureaus technical budget advisor on assigned programs. Plan organize and carry out a major substantive budget for significant program components ensuring the effective integration of a wide range of administrative technical and analytical duties in the formulation execution presentation and review of budget and financial operations.
  • Participate in the establishment of budget planning allowances for future budget years considering Bureau-wide and the Department of Commerces policies legislative and fiscal constraints.
  • Serve as the functional point of contact for day-to-day budget/financial issues.
  • Provide advice and guidance to Bureau of Industry & Security (BIS) senior managers concerning budgeting and related information and conduct analyses reviews and special studies of budget and/or related information.
  • Recommend alternatives and funding when necessary and appropriate courses of action regarding budgetary requirements.
This Job Opportunity Announcement may be used to fill other Budget Analyst GSfull performance level GS-14 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.

    Qualifications

    Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook which contains federal qualification standards. This handbook is available on the Office of Personnel Managements website located at: must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

    Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations e.g. professional; philanthropic religious; spiritual; community student social). Volunteer work helps build critical competencies; knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.

    To qualify at the GS-14 level you must meet the specialized experience requirement described below and the experience must be demonstrated in your resumé.

    SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience at the GS-13 level or equivalent in the Federal service performing the following duties:

    • Experience planning organizing and carrying out substantive budget formulation justification and execution for key program components and
    • Experience applying a wide range of financial/budget analysis functions using detailed knowledge of budget concepts principles practices appropriation laws and regulations i.e. OMB A-11 and
    • Experience providing budget projections funding requirements program performance evaluations and articulating recommendations to senior-level officials.
