Job Summary

Summary

The position is in the Architect of the Capitol (AOC) Office of the Chief Operating Officer Superintendent Senate Office Buildings Assistant Superintendent Client Services Division Service Center Branch. The Assistant Supervisor oversees the Service Branch and aids the Building Services Supervisor in performing various administrative facility management customer service office management and inspection related duties.


Duties

Tour of duty is:

2nd shift - Monday 1:00 p.m. (afternoon) to Saturday (night) 9:30 p.m. -OR-3rd shift - Monday 9:30 p.m. (night) to Sunday 6:00 a.m. (morning)

This is an Essential - Employee Position. The employee will be required to report to work during emergencies AND inclement weather situations.

Work schedule may require some occasionally mandatory overtime on holidays AND weekends.

The Assistant Supervisor performs progressively more responsible duties over a period of time if hired at GS-10 level.

Supervisory/Managerial Responsibilities (35%)

TheAssistant Supervisor provides supervision to a group of employees performing work up to the GS-09 level. Incumbent offers administrative and technical supervision necessary for accomplishing the work of the unit.

Performs administrative and technical supervisory functions for subordinates. Assigns duties and evaluates performance. Manages the organizational units budget and workload. Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. Resolves complaints and grievances. Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements. Provides for employee skills enrichment through job related coaching mentoring and training. The incumbent will foster a culture of learning sharing cooperation and teamwork that improves efficiency and effectiveness throughout the organization.

Excellent interpersonal skills are necessary to interact with AOC staff senior staff officials from other agencies and the general public. Demonstrates skill in developing and delivering oral and written presentations as well as making recommendations on management issues in concise and convincing language.

The incumbent is responsible for utilizing a thorough knowledge of and compliance with all OSHA safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in assigned areas.

Planning and Coordinating Building Services (25%)

Provides assistance in planning and monitoring the work of a maintenance and operations organization with stable workload and manpower requirements. Helps in facilitating work assignments requiring minimal coordination among work groups inside or outside the organization.

Establishes and organizes work schedules for routine maintenance services and for projects that typically can be completed within one or two weeks.

Building Services Administration (25%)

Assists in the coordination of basic established requirements for management of services and supplies in an office or small building. Handles administrative needs for basic operational services such as water electricity and telecommunications and audiovisual equipment.

Assesses safety requirements for the organization. Directs periodic inspections for safety concerns and evaluates safety and mishap incident reports. Confirms corrective actions are taken to correct safety deficiencies.

Directs or assists in the coordination of the administrative aspects of office moves office construction and other facility improvements including furniture equipment telephones and short-term storage. Coordinates with other offices to arrange and coordinate such activities. Does property management tasks.

Problem Identification and Resolution (15%)

Provides assistance in resolving complex program or administrative issues or problems. Independently resolves issues involving well established issues.

Qualifications

IDEAL CANDIDATE STATEMENT:

The ideal candidate for this position has current or previous supervisory experience who can thrive in a dynamic fast-paced environment and who inspires a team (s) to achieve exceptional results. They must possess strong interpersonal and communication skills enabling them to build trust foster collaboration and resolve conflicts addition to being a leader they must also have impeccable knowledge of Microsoft Office 365 Products (i.e. Access Excel Outlook PowerPoint Project Publisher Visio and SharePoint).

You must meet the United States Office of Personnel Managements (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience:is experience that has equipped you with the particular knowledge skills and abilities to perform successfully the duties of the position and that is typically in or related to the position to be filled. To be creditable specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-10 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-09 grade level in the Federal service.

Specialized experience is defined as having experience: (1) Perform administrative and technical supervisory functions for subordinates; (2) Manage required services and supplies for an office or small building (i.e. HVAC plumbing electrical systems telecommunications audiovisual equipment etc..); (3) Schedule routine maintenance services and projects; (4) Perform safety inspections and evaluate safety and mishap incident reports; and 5) Oversee and/or facilitate administrative aspects of office moves office construction and other facility improvements including furniture equipment telephones and short-term storage.

Candidates for the GS-11 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-09 grade level in the Federal service.

Specialized experience is defined as having experience: (1) Performing administrative and technical supervisory functions for subordinates; (2) Oversee required services and supplies for an office or small building (i.e. HVAC plumbing electrical systems telecommunications audiovisual equipment etc..); (3)Discuss large economically high impact construction projects with developers contractors engineers and architects that require interpretation of construction codes and administrative guidance regarding federal state and city permit process and building code requirements; (4)Preside over appropriate meetings and conferences to address administrative concerns and requirements (i.e. vendor contractor budget union shop stewards project facilities property maintenance repair etc..);(5) Establishing and organizing work schedules for routine maintenance services and projects; (6) Oversee safety inspections and evaluating safety and mishap incident reports; and (7) Directing the administrative aspects of office moves office construction and other facility improvements including furniture equipment telephones and short-term storage.
