Job Summary

Summary

  • This position is eligible for Law Enforcement Availability Pay which provides an additional 25% of the employees basic rate of pay.

Duties

Serves as a Special Agent in the Office of the Inspector General (OIG) with responsibility under the direction of the Special Agent in Charge (SAC) to assist with investigations and event inquiries as required to assure the integrity of operations of the U.S. Nuclear Regulatory Commission (NRC) and the Defense Nuclear Facilities Safety Board (DNFSB) including matters involving nuclear safety concerns.

  • Under the direction of the SAC assists in investigations of possible violations of criminal laws or regulations and other irregularities in the administration of Commission programs and activities particularly those that may impact nuclear safety and regulatory compliance.
  • Identifies collects examines and preserves evidence under the supervision of senior special agents and/or the SAC using controlled and documented analytical and investigative techniques.
  • Establishes preliminary findings for investigations as they relate to the jurisdiction of the NRC including issues affecting nuclear safety and documents these investigations in accordance with professional standards.
  • Ensures that investigations are documented in accordance with the professional investigative standards developed and promulgated by the Inspector General community with due regard to applicable laws and regulations.
  • Selects gathers and organizes information from various sources such as other departments and agencies including the Departments of Justice Treasury the FBI other Inspector General offices and NRC regional locations serving as a liaison as required to support investigative activities.
  • Performs liaison activities in NRC regional locations to coordinate investigative efforts share information and support inquiries related to NRC programs and nuclear safety oversight.
  • Performs other investigative duties as assigned by the SAC and the Investigations Divisions senior special agents.
  • In the performance of duties may be required to handle review access and/or protect classified sensitive or other information that if not protected could potentially cause exceptionally grave damage to national security.
  • Performs other duties as assigned.

    • You must meet the qualifications for this position by no later than 30 calendar days after the closing date of this announcement and before placement in the position.
    • Successful completion of an approved Criminal Investigator Training Program as determined by the Inspector General
    • Successful completion of a pre-employment drug testing exam and physical prior to entry into position.
    • Successful completion of a background investigation resulting in a Q clearance is required as well as the ability to maintain the Q clearance.
    • This position will require the selectee to carry and use firearms. Mandatory firearm proficiency must be maintained as a condition of employment.
    • This position is covered and subject to prohibited securities rules.
    • This position requires the annual completion and filing of the Confidential Financial Disclosure Report (OGE-450).
    • U.S. Citizenship is required.

    Qualifications

    In order to qualify for this position you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

    SPECIALIZED EXPERIENCE is defined as experience providing technical and administrative oversight for various programs or activities at the Nuclear Regulatory Commission which contribute to the success of the agencys programs operations and/or activities.

    You will be assessed on the following competencies (knowledge skills abilities and other characteristics):

    1. Ability to conduct investigations or inspections prepare written summaries and reports and analyze results and/or findings in line with good investigative report writing techniques.
    2. Knowledge of applicable administrative policies practices and procedures within the Federal Government and the NRC.
    3. Ability to establish and maintain effective working relationships with NRC personnel private industry law enforcement personnel Congressional personnel and other personnel.
    4. Ability to learn the correct techniques and use of firearms and defensive tactics.
    5. Knowledge in either the collection preparation documentation analysis and/or preservation of physical and documentary evidence or information pertinent to the Federal government.

Additionally during your interview youmay be required to respond verbally to hypothetical scenarios that reflect real-world issues problems and taskings that an OIG Special Agent may face on a daily basis. Failure to provide a writing sample and/or respond to the scenarios may disqualify you from further consideration.

    Candidates are subject to the maximum age of original entry into law enforcement positions with this agency which is 37 unless they have previous service in a Federal civilian law enforcement position covered by special law enforcement retirement provisions or are a preference-eligible veteran.

    If selected for this position you will be required to carry and use a firearm. Furthermore maintaining firearm proficiency will be mandatory.

    Failure to meet or maintain the requirements for the Criminal Investigator series 1811 and/or the NRC OIG Investigations Handbook will result in the immediate removal from employment no later than 60 days after official notice is issued to employee.

    Additional information

    The NRC is a zero-tolerance agency with respect to illegal drug use. Individuals selected for this position will be subject to pre-appointment drug testing unless currently in a NRC position subject to random drug testing AND will be subject to random drug testing upon appointment to the NRC.

    LAW ENFORCEMENT RETIREMENT COVERAGE: This is a primary/rigorous law enforcement position under the provisions of 5 USC 8336(c) (CSRS) and 5 USC 8412(d) (FERS). Thirty-seven (37) years is the maximum entry age for covered primary law enforcement positions to meet the requirement of 20 years of service by the mandatory retirement age of 57. Persons not appointed by the last day of the month in which the individual reaches their 37th birthday shall not be originally appointed or assigned to these positions. Applicants who are age 37 or over may subtract any of their prior federal service that is in approved primary/rigorous positions and that is creditable for retirement from their current age to meet this age requirement. Applicants must provide proof of this creditable service prior to appointment. The maximum entry age may be waived for applicants eligible for veterans preference.
