Key Elements Of The Role:
Supervises and instructs employees in conducting reviews and preparing reports;
Compiles budget requests and tentative recommendations for review of the County Executive and Budget Director;
Prepares complete and concise budget forms and instructions and keeps them up-to-date;
Assists departments in interpretation of budget instructions and in preparation of budget in the development preparation and implementation of both operating and capital budgets;
Makes projections of expenditures and revenue trends;
Evaluates reallotment requests and reviews departmental encumbrance requests.

MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a New York State or regionally accredited college or university with a Bachelors degree
AND
Four (4) years experience in budgetary review and preparation.
NOTE: Relevant additional education from a New York State or regionally accredited college or university will be substituted for experience on a year-for-year basis.
PROMOTIONAL
Two (2) years of permanent competitive status as a Budget Analyst;
OR
Two (2) years of permanent competitive status as a Budget Examiner;
OR
One (1) year of permanent status as a Senior Budget Analyst.
This Role Is A Provisional Appointment
A provisional appointment which occurs only in the competitive class is a temporary appointment to a position for which no eligible list exists or for which an eligible list exists with fewer than three candidates who are willing to accept the order to become permanent the employee who is provisionally appointed must take the next examination for the position in question. The appointment to the position is then made from among the three highest scoring passing candidates who indicate their willingness to accept the position. Civil Service law does not compel the appointing authority to choose the provisional employee should he or she be one of the three candidates
