BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Operational Partners Unit (OPU) is under the Supply Chain and Delivery Division to provide technical guidance and support to WFP Country Offices (COs) worldwide in day-to-day management of cooperating partnerships and/or stand-by partnerships. Likewise its guidance service is extended to WFPs NGO partners regarding how to work with WFP. Such technical support is built upon the Corporate Guidance on NGO Partnership Management which has been originally developed and launched in 2018.
In November 2024 the OPU adpoted its new NGO CP management Roadmap to respond to and support WFPs assurance efforts as part of the global assurance project of WFP. The functional responsibilities and expectation on CP management have been expanded at corporate level through undergoing many changes in the policy and operational environment surrounding the CP management function which include but not limited to new CPM Assurance framework that include new and improved CPM standards and minimum measures rapid progress on digitalization increasing oversight attention on relevant risks. This led to multiple additions and updates in the framework of CP management guidance which are accumulated in forms of templates guidance notes SOPs relevant presentations and training materials. Moreover there are certain areas in the guidance whgich are not reflecting the latest operational practices and needs in the field leaving potential gaps in the coverage of field support mechanisms. It is therefore considered an imminent task for the Operational Partners Unit to upgrade the field support mechanisms centered around the CP management guidance framework with the aim at providing better support to both WFP COs and NGO partners. Under the supervision of Team Lead/Global Technical Support/Risk Management the incumbent will lead the process of upgrading the field support mechanisms.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Through the field operational lens proactively review the corporate framework of WFPs CP management and its corporate technical guidance including standard templates thematic guidance notes SOPs relevant presentations and training material accordingly identify missing links obsolete description and possible gaps.
2. Proactively study the ground practices vis-à-vis existing guidance framework identify best practices and lessons learnt of engaging cooperating partners and propose necessary update/addition in the CPM framework to reflect the changing environment of CP management policies mechanisms tools and digital solutions.
3. Draft the updates of the guidance standard templates thematic guidance notes SOPs relevant presentations and training materials to satisfy the needs identified.
4. Coordinate the consultative meetings and engage with CP management focal points both at the CO and RB levels to seek different field perspectives and needs that should be reflected in the proposed updates in the CPM framework and relevant guidance as part of the NGO CP roadmap actions.
5. In close collaboration with RB CP management staff and as part of the NGO CP roadmaps new country office support model respond COs specific inquiries and assistance requests raised through the global CP management ticketing system e-mails Teams chat and any other communication channels by providing both corporate assurance and field operational perspectives.
6. Support strengthening of RBs CP management capacities towards transferring core CO support roles from HQ to RBs.
7. Analyze and suggest the ways forward for institutionalizing the measures mentioned in the Global Assurance Plan and conduct follow up webinars to inform the latest updates on the proposed CPM assurance standards and minimum measures under the CP roadmaps end-to-end assurance framework efforts. Contribute to the ED Circular draft to formalize the CPM Assurance framework.
8. Collaborate with different workstream owners within Operational Partners Unit and provide input from technical support perspectives including through: a) Suggesting effective communication channels and opportunities to inform field colleagues of the updates of CP management standards tools and mechanisms; b) Advising on the field implication of new and revised WFP policies in CP management areas and resulting needs of field support; c) Supporting organization of the ad-hoc meetings and events in relation to CP management guidance and field support; d) Contributing to the improvement of risk control oversight and management framework in CP management function particularly towards establishing effective risk monitoring mechanisms.
9. When required provide surge technical support to corporate scaleup and other emergency operations including through immediate deployment to field offices as part of the CPM roadmaps capabilities and Systems of field support.
10. Based on the fields feedback and user experience and inline with the CPM roadmaps CP management online manual update seek to improve the PGM outlook and user experience.
11. Perform any other duty as required by the Operational Partners Unit
DELIVERABLES AT THE END OF THE CONTRACT:
Finalize the end-end CP Assurance Framework Standards and minimum measures followed by relevant CPM assurance checklist and KPIs.
Provide in-person/online sessions to disseminate new guidance materials including 1) BPM and RACI matrix 2)Fast-track Partnership in emergecnies 3) others as they come.
Review the exsiting guidance online on the PGM for alignement and improvement to match the new CPM framework requirement as technical note in light of the CPM Roamap for assurance

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
University degree in Political Science International Development Engineering or other relevant field
Experience:
6 years or more of relevant progressive work experience
Knowledge & Skills:
Practical understanding of the CP management lifecycle and relevant assurance standards; ability to analyse the gaps within technical guidance framework and develop key guidance and training materials to fill such gaps.
Languages:
Fluency (level C) in English language. Knowledge of one or more UN languages preferably Spanish French and/or Arabic is highly desirable.
