Description of Work

This position is primarily responsible for providing financial consultation and program monitoring oversight ensuring the appropriate and judicious expenditure of client service funding in the Central region of North Carolina and in a supporting capacity to the Eastern and Western regions. The incumbent will: provide complex technical consultation and support for division staff and vendors in maintaining the highest level of fiscal integrity and accountability as measured by Generally Accepted Accounting Principles (GAAP) and General Accepted Auditing Standards (GAAS); oversee editing and processing of interim and annual budgets and cost settlements; troubleshoot budget errors involving many complex components; effectively communicate how GAAP and the Divisions proprietary computer system converge to deliver the desired results: develop and present training materials for vendors and field staff; examine and analyze supplemental financial reports; oversee and assist with the ongoing budgetary processes of vendors; and track automated system outcomes and generate a monthly invoice and special invoices to affect vendor payments. Travel within the state is required including overnight as approximately 45-50% of the time conducting program/fiscal monitoring and providing fiscal technical assistance. Overnight travel will comprise at a minimum one-half of the total required travel.

Knowledge Skills and Abilities/Management Preferences

(30%) Financial Compliance Reviews: Financial Monitoring of Imprest Cash Fund for 18 Vocational Rehabilitation (VR) unit offices and Attendant Care Case Service Reviews for 5 Independent Living (IL) offices.-Conduct random reviews of Agency financial transactions originating in the Central Region; identify internal control weaknesses and recommend corrective action plans to the section supervisor and/or lead Financial Analyst. This assignment involves very complex analysis of numerous transactions that result in large expenditures of funds involving a variety of services and products.-Coordinate written reports of findings and assist the section supervisor and/or lead Financial Analyst in evaluating corrective action plans in accordance with Agency guidelines.-Lead Financial Monitor for CRP transportation contract compliance reviews for the Central Region and assist the Eastern and Western Region as needed. Serve as Lead Analyst in the Central Region for CRP program reviews of Contracted Transportation and the Full Budget Transportation review in the Central Region. Annual review of actual versus budgeted expenditures to include adjustments for items not reimbursable under the contract agreement resulting in a final cost settlement. -Financial Monitoring for Caramore Community; North Carolina Statewide Independent Living Council; Centers for Independent Living; Brain Injury Support Services; and Division of Services for the Blind Contracts. Serve as Central Region Lead Analyst for vendor contract compliance reviews. Involves annual review of vendor expenditures in conformity with federal and state rules and regulations and in accordance with GAAP to determine contract over/under payments.(15%) Budget preparation and monitoring: Development and approval of annual and supplemental (amended) performance based outcome and milestone contract budgets for the Central Region Community Rehabilitation Programs (CRP). Perform annual cost-settlements at the contract expiration dates.-Analyze historical and projected data to develop record and monitor annual and supplemental budgets for contracted services provided by CRPs under the outcome and milestone based programs. -Initiate manual payments and adjustments to monthly invoices for Evaluation services for participating Pilot Program CRPs including annual adjustments for final cost settlement.-Identify and recommend updates and revisions to existing policies and procedures in collaboration with the Financial Analysts for the other regions the lead Financial Analyst and the section supervisor.(30%) Financial Evaluation and Technical Consultation: Financial Monitor for the reconciliation of the Money Follows the Person and the Displacement Prevention Partnership grants.-Provide financial and technical support for BEAM to CRP and DVRS staff relevant to contracts and payments and support to supervisor in the administration and monitoring of the client case management system (system auditing). Assist in the pricing of claims not accommodated by BEAM i.e. wheelchairs and scooters (DME) -Lead financial monitor for the reconciliation of individual client bus passes in the Central Region.-Provide financial and technical support to the regional CRP Specialists.-Provide financial support to the Center of Excellence Committee and the CRP Steering Committee.-Process incoming Independent CPA audit payment confirmation requests(15%) Fiduciary Compliance:Reconciliation financial monitoring and payment processing for the CRP Supported Employment (SE) and Work Adjustment (WA) milestone contracts as assigned. - Analyze Job Development Milestone Payment Requests Authorizationsand Case Service Invoices and determine appropriate disbursement in accordance with the guidelines for SE and WA payments.(10%) Special Projects and Reports: Works on various assignments with differing frequency. Assists section supervisor and/or lead financial analyst in researching agency specific information and/or fiscal related issues coordinates response for internal and external requests by providing reports reconciliations emails project coordination corrections or other documentation.

Minimum Education and Experience

A Bachelors degree in accounting finance or business administration ppublic administration or a related discipline from an accredited instution and one year of related experience; or an equivalent combination of education and experience.
