Job Summary

Overview

Jhpiego is seeking to hire a Technical lead for the End-of-Project (EOP) documentation process for the over five years COVID-19 Response Mechanism (C19RM) Project implemented in 36 states plus FCT. The C19RM represents a large-scale multi-partner national investment supporting pandemic preparedness response and resilient health systems implemented through government agencies Sub-Recipients Sub-Sub Recipients and civil society across critical thematic areas including surveillance laboratories human resources for health community systems strengthening oxygen and respiratory care health products and supply chains ATM mitigation and emergency response. As the project concludes a comprehensive EOP Programmatic Report is required to document achievements critically assess results generate evidence-based recommendations and contribute to national and global learning on Pandemic Preparedness and Response (PPR).

The technical lead will report to the Project Director and work collaboratively to provide senior technical strategic and intellectual leadership for the design synthesis consolidation and positioning of the EOP Programmatic Report. The role will ensure the report functions as a credible accountability document for government and donors a technical reference for policymakers and implementers a knowledge product informing future Global Fund grants and Nigerias health security agenda and a platform for high-impact policy and scientific publications. This position requires over 18 years of senior public health experience deep donor engagement expertise and the ability to critically synthesize complex multi-partner inputs into a single high-quality national narrative that clearly demonstrates results value for money system-level change and sustainability.

Consultancy Duration: Short-term consultancy (approximately 90 days)

Responsibilities

Strategic Leadership and Accountability for Results

  • Provide overall strategic leadership for the End-of-Project reporting process setting the vision analytical depth and quality standards required to produce aconsolidated donor-grade programmatic reportthat comprehensively documents C19RM interventions achievements challenges and lessons across all thematic areas.
  • Lead and manage a multidisciplinary team of Technical Advisors Program Managers M&E specialists and writers to ensure delivery ofthematic summaries that can stand alone as technical reference documentsfor policymakers donors and partners.
  • Ensure the reporting process generatesclear evidence of outcomes and impacts supported by infographics case studies and visual data presentations suitable for high-level policy and donor engagement.

Technical Oversight of Data Collation Analysis and Synthesis

  • Provide technical direction for the development and use of standardized reporting templates across SRs and STAs to ensure consistency comparability and analytical rigor.
  • Oversee systematic collation validation and triangulation of technical programmatic and financial data across all implementing partners.
  • Apply a Results-Based Management (RBM) approach to ensure the report clearly articulates pathways from inputs to outputs outcomes and impacts enabling robust documentation of programmatic achievements and system-level contributions.

Thematic Leadership and Critical Analysis

  • Lead high-level synthesis and critical analysis across thematic areas including surveillance laboratories HRH community systems strengthening oxygen and respiratory care health products and supply chain management waste management ATM mitigation and pandemic response.
  • Ensure thematic narratives move beyond descriptive reporting to highlightwhat worked what did not why it mattered and how investments contributed to resilient systems for health.
  • Guide development ofactionable evidence-informed recommendationsthat are explicitly aligned with national priorities (IHR NHSRII NAPHS) and donor frameworks to support uptake and future investment decisions.

Consolidation of a Strategic Policy-Relevant End-of-Project Report

  • Lead integration of thematic analyses into a single authoritative End-of-Project Programmatic Report that includes:
    • Executive-level summaries for senior decision-makers
    • Thematic chapters with strong analytical framing and visuals
    • Cross-cutting lessons innovations and system-strengthening insights
    • Sustainability and transition considerations for PPR investments
  • Ensure the report functions as both anational accountability productand aforward-looking policy and investment tool.

High-Level Stakeholder Engagement and Validation

  • Lead engagement with senior stakeholders including Governors Ministers of Health Honourable Commissioners for Health Directors-General of government agencies and donors to validate findings and strengthen ownership.
  • Facilitate national validation workshops and technical review processes to ensure findings are credible nationally owned and positioned to inform future programming.
  • Serve as the senior technical authority and spokesperson on EOP findings during donor and government engagements.

Knowledge Translation Dissemination and Learning

  • Oversee development of policy briefs advocacy tools and executive presentations embedded within the EOP reporting process to translate findings intopractical guidance for sustaining and scaling PPR investments.
  • Guide dissemination of the report during national close-out meetings digital platforms and partner repositories to strengthen institutional learning across government SRs CSOs and partners.
  • Contribute topeer-reviewed scientific outputs ensuring that findings from the impact evaluation and End-of-Project analyses are translated into publications in high-impact journals contributing to Nigerias health security knowledge base.
  • Oversee the final production of the report in an upgraded formatted layout for high level dissemination

Required Qualifications

  • Medical degree or advanced degree in Public Health Epidemiology Global Health Health Systems Strengthening or a related discipline.
  • Doctoral degree or equivalent senior technical qualification is an advantage.
  • Minimum of 18 years of progressively responsible experience in public health health systems strengthening and donor-funded programming.
  • Extensive experience working with major global donors particularly the Global Fund.
  • Proven leadership in producing national-level end-of-project reports and strategic syntheses.
  • Demonstrated ability to critically analyze and integrate multiple partner reports into a single high-quality policy-relevant narrative.
  • Strong track record engaging senior government leadership and donors.
  • Strong skills in coordination documentation reporting and communication.
  • Experience developing knowledge products briefs success stories and learning materials.
  • Familiarity with web-based platforms document repositories and basic data analysis tools.
  • Strong organizational skills attention to detail and ability to manage multiple tasks and deadlines.
  • Willingness to travel frequently to project states for implementation backstopping

Knowledge Skills and Abilities:

  • Familiarity with Nigerias health systems and reporting structure and demonstrated ability to collaborate with government level officials to strengthen program implementation
  • Excellent writing and communications skills including demonstrated technical writing skills for publication
  • Ability to work effectively with diverse international teams and willingness to learn and empower others
  • Ability to work in a complex environment with multiple tasks short deadlines and intense pressure to perform
  • References will be required.
  • Demonstrated ability in working and collaborating with a wide range of local and international partner organizations
  • Demonstrated experience in maintaining donor relations
  • Excellent skills in facilitation team building and coordination
