***THIS POSITION IS DESIGNATED AS EXEMPT MANAGERIAL***

This position serves as the State E-rate Manager for North Carolina and provides expert-level leadership organization and oversight of the SCI E-rate program. The E-rate Manager is responsible for helping NC public schools secure and utilize federal E-rate funding for Internet access and network infrastructure. The role also provides guidance and supervision for SCI E-rate Coordinators develops reports for SCI leadership and serves as a liaison to other North Carolina E-rate eligible entities such as public libraries and private schools.

WORK LOCATION: Remote Field/Home Based
This is a regional home-based position and may require up to 30% travel.

Job Responsibilities:

Experience in leading a team.

K-12 and/or Chief Technology Officer experience preferred.

Experience developing and delivering technical training.

Excellent skills in data analytics budgets billing and developing reports.

Working knowledge of network infrastructure: WAN LAN firewalls filtering wireless and bandwidth optimization.

Experience working within the K-12 environment.

Experience in the federal E-rate program Universal Service Administrative Company (USAC).

North Carolina residency. Out-of-state Applicants must be willing to relocate within 60 days of hire.

Valid North Carolina Drivers License. Out-of-state Applicants must have a valid Drivers Licenseand acquire NC Drivers License within 60 days of hire.

MANAGEMENT PREFERENCES:

  • Lead and manage multiple complex projects simultaneously coordinating cross-functional staff and ensuring timely successful completion of deliverables.

  • Strong knowledge of budget development financial reporting and allotment management with demonstrated ability to align fiscal resources to organizational priorities.

  • Advanced technical knowledge of network infrastructure including WAN LAN firewalls filtering wireless technologies and strategies for bandwidth optimization and security.

The SCI ensures that all North Carolina Public School Units (PSUs) have equitable access to secure reliable high-speed Internet sufficient to meet instructional and professional needs. Through effective and efficient use of federal and state taxpayer funding the SCI establishes common shared services and Cooperative Purchasing Agreements to maximize group purchasing power while still enabling local control in PSU technology decisions.

Minimum Education and Experience

Bachelors degree in computer science or an IT related field or a related curriculum and six years of progressive experience in telecommunications network analysis design or management with at least two years of supervisory experience;

or

Associate degree in computer science or an IT related field or a related curriculum and seven years of progressive experience in telecommunications network analysis design or management with at least two years of supervisory experience;

or

High School or General Educational Development (GED) diploma and at least ten years of progressive experience in telecommunications network analysis design or management with at least two years of supervisory experience; or an equivalent combination of education and experience.
