TELEWORK AVAILABILITY: We trust our employees to be self-motivated and successful in hybrid/remote roles; NC Department of Health and Human Services offers work from home options and variable work schedule flexibility for this position.

Division of Health Benefits employees with an approved hybrid telework schedule are currently expected to work onsite at their assigned duty station at least 4 working days per month. More information on this arrangement may be obtained at the time of interview.

This positions duty station is assigned to the NC DHHS Main Campus in Raleigh North Carolina.

Position Summary
The Business Information & Analytics (BIA) Office is a centralized business intelligence (BI) team that uses analytical techniques to solve questions by identifying and gathering strategic insights from Medicaid data. BIA is committed to advancing decision support through systematic analysis accurate reporting timely delivery and sustainable growth of organizational reporting capacity.

This Business Systems Analyst II position reports to the Associate Director of Business Intelligence Solutions. The position provides reporting and analysis solutions in support of divisional objectives and operations.

Job Specific Responsibilities:

Collaborate with business partners to define identify and document dashboard requirements and solutions while proposing valuable design and analytical solutions.
Administer NC Medicaids internal Microsoft Power BI and Tableau sites and provide consultation on Microsoft Power BI and Tableau to staff.
Prepare data from disparate data sources for use in Microsoft Power BI and Tableau dashboards or for BIA business partners direct use by developing queries using Microsoft Power BI SAS SQL and Tableau Prep code. This involves development of complex extracts from Medicaid Management Information Systems (MMIS)Medicaid and Commercial Health Care administrative claims provider enrollment data member eligibility/enrollment data and other internal data sources.
Create well-designed effective dashboards with advanced drill downs actions filters and parameters in MS Power BI and Tableau for data quality managed care performance member and provider enrollment operational and executive KPIs etc. which aid in data driven decision making.
Provide the data and tools to support qualitative and quantitative analyses using Microsoft Power BI Tableau SAS and SQL to support program design decisions.
Analyze impact of programmatic changes using Microsoft Power BI SAS SQL and Tableau dashboards.
Perform data quality and validation checks to ensure accuracy and integrity in reports and dashboards.
Provide consultative support and coaching to non-analyst staff on appropriate use of data and analysis tools.

The Knowledge Skills and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:

  • Proven ability to work with standard database query tools such as SQL SAS or other commensurate tools.

  • Strong report dashboard and data flow development skills with one or more business intelligence/data visualization products including Microsoft Power BI or Tableau.

  • Strong analytical skills including data analysis data modeling and/or data mining.

  • Proven ability in establishing and maintaining effective working relationships.

  • Thorough knowledge of applicable Business Information (BI) systems testing methodologies and business system analysis.

Management Preferences:

  • Experience converting existing Tableau dashboards and data flows to MS Power BI.

  • Previous and proven work experience at Division of Health Benefits/NC Medicaid.

  • Familiarity with relevant and current NC Medicaid operations.

  • Experience with Medicaid and/or other healthcare systems and data.

Physical Requirements:

Sedentary work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift carry push pull or otherwise move objects including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
