Office of Enforcement Executive Division

The Executive Division coordinates and administers the various activities of the Office of Enforcement in Baton Rouge LA. Among the primary responsibilities of the Executive Directors Office staff is the oversight of statutory responsibilities and regulations professional service contracts budget personnel information safety and emergency matters.


LOCATION AND POSITION INFORMATION:

The incumbent serves as an Orders Division manager within the Office of Enforcement and is responsible for managing directing and coordinating activities of the Federal Section. This position provides strategic leadership for the Sections programs and operations ensures compliance with applicable state and federal laws and serves as the primary advisor to the Director on matters affecting the Sections mission programs and personnel. The incumbent also prepares directly supervises and develops the work of one (1) Engineering Technician three (3) Petroleum Scientists and two (2) Petroleum Scientist Supervisors.

Minimum Qualifications

A bachelors degree in a geoscience field or engineering plus four years of experience in the evaluation of oil and gas drilling oil and gas production and/or oil and gas transportation mining engineering or geology; OR

A masters degree in a geoscience field or engineering plus three years of the required specialized experience; OR

A doctorate in a geoscience field or engineering plus two years of the required specialized experience.

Job Duties and Other Information

Job Duties:

The incumbent assists in developing and administering regulations through inspections and assures that all design construction operation and maintenance of natural gas systems hazardous liquids systems and public school gas systems throughout the state of Louisiana are conducted in a safe manner so as to minimize threats to the environment and the health safety and welfare of the citizens of Louisiana due to pipeline accidents; administers natural gas safety regulations hazardous petroleum liquids regulations in accordance with Section 557G of the Natural Resources and Energy Act of 1973 and Section 703A of the Hazardous Liquid Pipeline Law.

The incumbent performs the following specific duties and has the indicated responsibilities which include but are not limited to the following:

  • Establish policies procedures and rules as necessary within the Pipeline Safety inspection program and recommends enforcement actions and issuance of civil penalties to the Orders Division Director.
  • Work closely with Pipeline Inspections Division staff to ensure required inspections are completed in an effort to protect the environment and the health safety and welfare of the people of Louisiana.
  • Conduct final review of all Pipeline Safety inspections containing potential issues completed by the Pipelines Section inspectors. Conduct final review off all Pipeline Safety Citation Re-inspections.
  • Provide leadership and direction to Section staff; establishes goals priorities and performance standards aligned with Office of Enforcement objectives.
  • Advise the Director on significant issues or developments related to Section programs and activities.
  • Identify current and long-range goals for the Section and ensures alignment with departmental priorities.
  • Maintain the required qualification through attendance of Federal Office of Pipeline Safety training provided by PHMSA Office of Training and Qualification located in Oklahoma City OK.
  • Perform other duties and responsibilities as assigned by the Director and/or members of the Conservation and Energy executive leadership team.
  • Other duties as assigned.

Appointment Type: Promotional- This position will be filled by way of an internal promotion with a current Department of Conservation & Energy employee

Career Progression: This position does not participate in a Career Progression Group.

Compensation: The salary offered will be determined based on qualifications and experience.
