Main Purpose of Job

The Chief Data Officer (CDO) is a senior executive responsible for establishing and executing aunified enterprise-wide data strategy for the Unemployment Insurance (UI) Division. The CDO leads the development of data governance quality security analytics and reporting capabilities that ensure UI data is accurate secure compliant and fully leveraged to improve program role shapes long-term data vision leads a team of data and reporting professionals andensures the Divisions data assets support federal reporting fraud detection program integrity operational efficiency and data-driven decision making. The CDO serves as Uls principal data steward and represents the Division in statewide and inter-agency data initiatives.

POSITION DUTIES

This position duties consist of but not limited to the following:

Strategic Leadership & Governance - Provides vision and direction for UIs enterprisedata management strategy and ensures alignment with state federal and agencyobjectives. Develops and oversees the UI Divisions data governance framework policiesstandards roles and accountability mechanisms.

Data Management Quality & Security - Oversees the full lifecycle of UI data ensuring itsquality timeliness and compliance with federal and state requirements. Directsinitiatives to improve data validation reconciliation and integration across UI systems.

Analytics Reporting & Business Intelligence - Oversees the design and delivery ofanalytical tools reports and dashboards to support policy operational and strategicplanning. Develops predictive and prescriptive models to support workload forecastingfraud detection and performance improvement.

Collaboration & Representation - Serves as the Divisions representative for statewidefederal and national data governance modernization and interoperability initiatives.

MINIMUM QUALIFICATIONS

Education: Bachelors degree from an accredited college or university in Data Science Data Analytics Information Technology Computer Science Statistics Public Policy or a closely related field. Masters degree preferred.

Experience: At least five (5) years of data management experience including three (3) years deploying enterprise-wide data governance programs.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicantswho possess the following preferred qualification(s).Include clear and specific information on your application regardingyour qualifications.

Masters degree in a relevant field.
Experience with Unemployment Insurance programs federal UI reporting requirements or labor market data.
Familiarity with Maryland state government data systems privacy policies and cybersecurity standards
Certifications in Data Management Governance; or Information Security (e.g. DAMA CDM P Cl PP CISSP).
Experience with advanced analytics. predictive modeling or fraud detection tools.

SPECIAL REQUIREMENTS

Personnel employed in this classification will have access to federal tax information and mustundergo a state and FBI criminal background check as a condition of employment.

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (MD Labor/DUI) to determine whether any monies are owed to MD Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
