DISTINGUISHING CHARACTERISTICS:
This classification is within the Planner/Management/Research job family and represents a senior-level planning project management role with specialized expertise in information technology planning and delivery. The Planning Project Manager supports Information Technology Services by leading the early stages of complex IT initiatives including feasibility analysis requirements planning procurement support and transition of projects to execution.
This classification requires minimal supervision exercises independent judgment and initiative and requires managing high-level complex projects while simultaneously completing advanced planning work and producing advanced planning deliverables. It is distinguished by responsibility for leading project planning activities; coordinating multi-disciplinary county and/or consultant-staffed teams; supporting contract development and vendor engagement; and collaborating directly with senior management and stakeholders to align initiatives with operational objectives.
Duties and Responsibilities
- Evaluates and coordinates projects and programs and serves as project manager overseeing specific phases of a major projects. Monitors project and program issues and reviews plans and strategies for future project and program planning requirements. Leads staff in scoping work defining deliverables identifying tasks developing work methods identifying resource needs and monitoring progress. Assists in ensuring work meets management and elected officials expectations and ensures work is completed within specified budget and time frame.
- Ensures that all assigned information technology planning initiatives and project-related activities are conducted in alignment with the Travis County Information Technology Services Project Management Office (ITS PMO) Project Delivery Framework including adherence to established governance processes planning standards documentation requirements and approval checkpoints to support consistent transparent and effective transition from project planning to execution.
- Negotiates scope and fees and participates in the procurement of consultant contracts and manages professional planning services.
- Participates in or manages highly advanced and complex projects and programs with broad scope.
- Identifies horizon issues in the planning area of expertise and develops first-of-their-kind prototypical plans. and programs to address constituents demands for new county services as they arise in Travis County.
- Interprets and applies planning standards principles policies and procedures practices codes Federal State and Local applicable laws codes rules and regulations.
- Performs complex project and program research and effectiveness evaluation including statistical analysis performance measures goals accomplished timetables outcomes and outputs to include selecting appropriate research design methods techniques and procedures setting up data for compiling and managing data and data manipulation and analysis. Prepares and produces written summaries documents and statistical and other reports to include conclusion and recommendations. Coordinates the development of and conducts presentations of complex analysis results before the public Elected Officials and Commissioners Court.
- Interacts by working in partnership on a regular basis with community representatives or groups departments and outside agencies to obtain information assessments identify needs and determine and ensure effectiveness and consistency of planning and meeting expectations. Ensures project phases are implemented according to timelines.
- Plans and manages planning professional service contracts.
- Leads capital improvement and other planning and funding requests for various programs: presents needs assessments and project priorities to court-appointed advisory committees and the general public; facilitates advisory committee assessment and prioritization of projects; and assists with reports to the Commissioners Court for voter-approved bond packages. Serves as county spokesperson for various programs; presents to groups including but not limited to state regional and local agencies organizations boards and committees.
- Facilitates development and adoption of policy and establishment of programs for administering policy with Elected and Appointed Officials and Department Heads department management and staff County Attorney and Citizen Work Groups.
- May perform database management. Maintains databases and tracking and reporting systems.
- Uses complex computer applications and management information systems.
- Performs other job-related duties as assigned.
Minimum Requirements
Education and Experience:
Bachelors degree in Planning Engineering Landscape Architecture Geography Public Policy/Administration Government Criminal Justice Business Administration or a directly related field AND five (5) years increasingly responsible Senior Planner experience. Two years demonstrated experience in project management;
