The position is responsible for the comprehensive development and implementation of the Arizona WIC Program Integrity Plan to ensure the appropriate utilization of over $180 million in Federal Funds each year. Designated by the State WIC Director the position leads fraud risk management develops anti-fraud strategies and utilizes data analytics for risk management. The role requires expert knowledge across WIC functional areas including vendor and nutrition services information systems finance certification eligibility monitoring confidentiality and civil rights. Responsibilities encompass policy development internal controls special investigations and day-to-day operations of the complaint call center. The position manages multiple teams of technical and administrative staff ensuring compliance with internal controls and budget constraints. It oversees the production of reports audits corrective action reviews and timely reporting of data to USDA. The role controls resources policy formation security measures and personnel management within its scope. Responsibilities also include managing program compliance contracts coordinating services with various agencies directing automated system development and ensuring system security policies. Manage and direct subordinate staff (work assignments setting priorities hiring discipline providing training approving leave requests and preparing evaluations). The position is also responsible for managing the program compliance contracts and coordination of services with USDA Office of Special Investigations Department of Economic Security State Attorney General County Attorneys and state and local police; directing the development of all automated systems to ensure Pl of operations; and directing and developing policies for system security. This leadership role involves attending meetings at alternate locations and potential travel. The position is crucial in providing leadership to managers and supervisors within the WIC Program creating budgets and ensuring effective team management.

Job Duties:

Team Management and Program Integrity. Manage and Lead multiple teams provide guidance on all monitoring activities investigations and performance documentation. Develop and implement a comprehensive Program Integrity Plan to ensure compliance with state and federal regulations.

Ensure accountability and internal controls for vendors participants and staff. Oversee the assigned responsibilities for the annual WIC State Plan program policies and budget creation. Provide training on Program Integrity policies Civil Rights and Motor Voter Laws. Manage complaints and manage technical infrastructure for a call center.

Supervision of WIC Management Evaluations for Local Agencies. Supervise and evaluate biannual WIC management evaluations and Financial Management reviews. Ensure timely completion of reports and response to all communications related to Management Evaluations. Ensure subordinates update processes and monitoring protocols according to revised policies and procedures.

Investigations and Vendor Monitoring: Comply with all state and federal regulations related to investigations and monitoring of WIC vendors. Conduct investigations analyze evidence and consult with the Attorney General as needed. Develop and implement vendor monitoring activities. Ensure accountability for investigation results and ensure timely administrative appeal processes. Serve as an expert witness and testify when requested.

Data Utilization and Business Intelligence: Utilize available data warehouses and business intelligence tools for increased monitoring efforts. Conduct data analysis including fiscal reports statistical analysis and data mining. Utilize Geo-Spatial data to identify potential fraud schemes.

Special Projects and Disaster Preparedness: Complete assigned special projects including maintaining the programs Continuity of Operations and Disaster Recovery Plan. Coordinate annual WIC training disaster exercises and interactions with USDA/FNS Southwestern Region office.

Provide oversight for all USDA/FNS Management Evaluation of the Arizona WIC Program including full coordination of planning and information gathering.

Knowledge of:
-All WIC functional areas to include; vendor nutrition services management information systems organization and management food delivery and accountability nutrition service administration finance food fund management caseload management certification eligibility and coordination monitoring and audits and civil rights. Policies and internal affairs as it is related to employee participant or vendor fraud State and Federal agencies community organizations and administration of all compliance activities. Accounting concepts as it relates to fraudulent business schemes.
-Federal WIC regulations Arizona Revised Statutes and Arizona Department of Administration personnel rules policies and practices governing investigations.
-Civil and criminal laws applicable in the State of Arizona particularly State Federal and local laws concerning fraud misrepresentation forgery and theft; the methods techniques procedures and practices of criminal investigations; court procedures practices rules and traditions; effective methods and techniques of undercover law enforcement work and surveillance; techniques and methods of investigative courses; interview and interrogation techniques and methods.
-Contemporary principles and practices of public health; public health programs at the local state and federal levels; methods procedures and techniques used in evaluation of health and nutrition programs; methods and techniques used in quality assurance; and ability to apply problem resolution techniques.
-Administrative processes of federal/state legal systems;
-Federal/state court system procedures;
-Interviewing and discovery techniques;
-Documentation requirements;
-Case preparation for trial methodology;
-Performance Management (PM) and Continuous Quality Improvement (CQI) and Lean methodologies.

Skill in:

-Applying and interpreting civil criminal or regulatory laws of a complex nature Investigative and analytical skills are necessary for decision-making and for providing employee direction.

Must have the ability to effectively and independently analyze and interpret data Applying methods and techniques of undercover law enforcement work and surveillance.

Selective Preference(s):

Bachelors degree in Public Health or Administration or Criminal Justice in a related field with 5 years work progressive operational management experience in public health or investigations.
