ACCOUNTABILITIES/RESPONSIBILITIES:
The consultant will leverage the understanding of the operational context in Ukraine knowledge of emergency programming digital innovations directly relating to programme and partner networks lessons learned and successful practices from WFP operations globally to support the further scale up of the LEO and its evolution into a strategic plan. The consultant needs to be well positioned to support the programme team in Ukraine with an understanding of local and global technology trends to deploy and innovate with rapid impactful additions to the programme cycle.
The consultant should also assist WFP in creating a clearer picture of who we are serving using non-traditional methods of identification collection and verification of beneficiaries that are appropriate for the Ukraine context.
Specifically:
Advise the Head of Programme on digital innovations and solutions that can be applied to the WFP Programme in Ukraine;
Manage the digitisation and beneficiary management unit within the CO including data analyst business transformation officers and programme associates working on digital programming and beneficiary management; Ensure the smooth delivery of digital programming including but not limited to the selfregistration application deduplication systems digital delivery of CBT and inkind and digital CFM systems;
Work with activity units to enhance beneficiary management and data protection principles within the operation including CBT and GFD recipients;
Support the scale-up of effective and efficient WFP programming deploying different transfer modalities (CBT and in-kind) by working closely with WFP units inside and outside Ukraine as well as technology partners; Support coordination between IT Supply chain Programme and Innovation units outside and inside Ukraine to implement coordinated programme solutions rapidly and in line with programme needs
Support with collection and analysis of data to feed into projections and make recommendations on a timely operational response;
Identify available tools and mechanisms to accelerate and scale-up the implementation of WFP programme response and provide support to put those into practice in line with organizational strategy national needs and operational context;
Given the fluid context support with all other needs as requested.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: University degree or equivalent in one of the following disciplines: international relations management business administration Information Technology humanitarian assistance political science or another relevant field.
Experience: At least 6 years of postgraduate progressively responsible professional experience in humanitarian and/or development work with international organizations or equivalent private sector experiences. Experience in emergency operations food security programming implementation and digital programming.
