Job Summary

WisEngineering LLC is currently seeking qualified candidates for a potential upcoming opportunity supporting Department of Defense programs at Picatinny Arsenal in Dover NJ.

  • U.S. Citizenship is REQUIRED No exceptions.
  • This is an on-site position 5 days per week at Picatinny Arsenal Dover NJ. Remote work is not permitted.
  • Candidates must be local or willing to relocate at their own expense (limited relocation assistance may be available for highly qualified candidates).
  • Ability to obtain and maintain a security clearance if required.
NOTE: Familiarity and experience working with Department of Defense is required.

Position Summary

WisEngineering is seeking a Legislative & Congressional Affairs Specialist to provide direct support to our DoD customer. Your role will be to support the overall mission by facilitating the flow of information between agency leadership and external stakeholders. You will perform an important function in helping the organization achieve its objectives by ensuring that briefing materials legislative tracking and stakeholder data are accurate timely and professional.

In this position you will participate in helping the organization prepare for and present materials that translate technical and military initiatives into clear intelligence for Congressional members staffers and local officials.

Primary Duties and Responsibilities

  • Congressional & Political Engagement * Participate in the preparation and development of materials for legislative and political engagements.

    • Help draft professional briefing productsincluding Member-specific placemats talking points and 12 page summariesto ensure leadership is prepared for hearings site visits and staffer meetings.

    • Maintain an engagement tracker documenting participants dates topics and required follow-ups.

    • Coordinate with internal and external offices (PAO OCLL SAFM-BUL and DEVCOM HQ) to ensure message alignment and avoid duplication of effort.

    • Review legislative notes and executive-level updates to assess potential impacts on organizational equities.

  • Legislative & Policy Analysis * Monitor pending federal legislation (NDAA Appropriations and Continuing Resolutions) specifically where organizational interests are identified.

    • Identify risks to execution and opportunities for increased efficiencies or new authorities.

    • Maintain a legislative watchlist documenting status and impact notes.

    • Assist in drafting concept-level legislative proposals or issue papers at the request of leadership.

  • Congressional Earmark & Stakeholder Tracking * Track congressional earmarks including sponsoring Members committees purpose dollar value and execution status.

    • Help manage a stakeholder database of Members staff and state officials with detailed engagement histories.

    • Link funding activity and stakeholder interest to future strategic engagement planning.

    • Produce quarterly snapshots and tracking logs for leadership review.

  • Targeted Analysis & Data Support * Produce quick-turn decision-ready analysis regarding regional economic or workforce impacts.

    • Develop district-level relevance briefs and maintain basic visuals (maps tables and slides) using existing agency data.

    • Leverage existing products from headquarters and partner sections to ensure consistent and efficient data modeling.

Qualifications

Education and Experience:

  • Education: Masters or equivalent graduate degree; OR 2 full years of progressively higher-level graduate education leading to such a degree; OR a LL.B. or J.D. if related.

  • Experience: Professional experience demonstrating the ability to analyze federal policy coordinate with government stakeholders and produce executive-level briefing materials.

Technical Skills:

  • Proficiency in Microsoft Office Suite (Excel for tracking PowerPoint for briefing).

  • Ability to interpret the National Defense Authorization Act (NDAA) and Appropriation cycles.

  • Strong written and verbal communication skills with a focus on Bottom Line Up Front (BLUF) delivery.

Security Requirements:

  • Must be a U.S. Citizen.

  • Must be able to obtain and maintain a Secret Security Clearance.

Helpful to Know

To support the DoD mission effectively it is beneficial if the candidate has a foundational understanding of:

  • The Legislative Process: Basic knowledge of committee markups and how Continuing Resolutions (CRs) impact government operations.

  • Congressional Staff Roles: Understanding how Legislative Assistants and Committee staff support Members of Congress.

  • Federal Budgeting: Awareness of the difference between the Authorization and Appropriations processes.
