General Definition Of Work
Under the supervision of the Director II - Exceptional Services the 504 & Psychological Services Specialist provides district-level leadership coordination and compliance oversight for Section 504 processes and psychological services. This role ensures legal compliance procedural fidelity and high-quality support for students with disabilities or suspected disabilities by partnering with school administrators psychologists counselors nurses and student support teams.
The Specialist serves as the district expert on Section 504 coordinates psychological service systems monitors timelines and documentation and supports schools in delivering legally sound student-centered services.
Essential Functions
Section 504 Oversight & Compliance
- Serve as the district lead for Section 504 implementation and compliance
- Ensure all 504 referrals evaluations eligibility determinations and plans meet federal and state requirements
- Monitor timelines documentation quality and procedural safeguards
- Review and audit 504 plans for legal sufficiency and instructional relevance
- Support schools in resolving complex or escalated 504 cases
- Prepare documentation and support for complaints hearings and due process matters related to 504
Psychological Services Coordination
- Coordinate district psychological services to ensure consistency equity and alignment with MTSS and special education
- Support school psychologists with referral processes evaluation timelines and best practices
- Collaborate with Student Services Exceptional Services and school teams to address complex student needs
- Assist with re-evaluations manifestation determinations and behavioral data analysis as needed
Training & Capacity Building
- Provide training to administrators counselors nurses psychologists and teachers on:
- Section 504 requirements and responsibilities
- Procedural safeguards and documentation expectations
- Effective accommodations and service implementation
- Develop guidance documents templates and checklists for schools
- Serve as a thought partner to principals and school-based teams
Data Monitoring & Reporting
- Maintain accurate district-level tracking of 504 and psychological services data
- Monitor trends related to referrals eligibility accommodations and compliance risk
- Prepare reports for district leadership as requested
- Use data to identify system gaps and recommend improvements
Collaboration & Cross-Department Support
- Collaborate with:
- Exceptional Services
- Student Support Services
- Health Services
- School Administration
- Support alignment with MTSS CSST and special education processes
- Serve as a liaison between schools and district leadership on 504 and psychological service matters
Documentation & Reporting
- Maintains accurate records of hearings outcomes and appeals.
- Produces monthly discipline trend reports equity audits and compliance summaries.
- Supports board and leadership reporting as requested.

- Performs other duties as assigned
Required Qualifications
- Masters degree in Education Educational Leadership School Administration School Psychology Psychology Counseling Special Education or related field
- Valid state licensure or certification (as applicable)
- Minimum of 35 years experience in school-based psychological services special education student support systems or school or district-level administration
- Demonstrated knowledge of:
- Section 504
- IDEA
- MTSS frameworks
- Procedural safeguards and compliance requirements
Preferred Qualifications
- Experience serving as an assistant principal principal or district level staff.
- Experience working in urban or high-needs districts.
- Strong background in compliance monitoring and case review
- Experience supporting or supervising school psychologists
- Excellent communication and facilitation skills
- Ability to manage multiple priorities with high attention to detail

- Work is primarily performed in an office setting. The position requires regular coordination and collaboration with school administrators and district staff.
- Occasional department needs may require work beyond normal business hours.
- The role involves periodic walking and limited physical activity including light lifting of materials weighing up to 25 pounds.
Terms of Employment
Twelve-month (260-day) contract; minimum of eight hours per day. Additional hours may be required based on departmental needs.
Evaluation
Performance will be evaluated annually by the Director II Exceptional Services based on the effectiveness with which the employee fulfills the responsibilities and expectations outlined for this position.
