The Opportunity
Reporting to the Supervisor-Planning and Development this position is primarily responsible for specialized administration and technical review in the processing of applications for development in accordance with the St. Johns Development Regulations.
Accountabilities
Review and processing of applications and development plans for conformance to the Development Regulations; liaison with developers and applicants on the status of applications advising on City requirements and obtaining conformance with City Regulations; and ensure that applicable fees are paid prior to issuance of permits.
Prepare reports for Council.
Prepare reports in support of Council and staff decisions for Hearings of the St. Johns Local Board of Appeal and represent the City at Appeal Board Hearings as required.
Perform site inspections to obtain field data to aid in consideration of applications. Draft plans from field notes; prepare location plans to identify sites check plans for conformance with Regulations obtain expert assessments from qualified staff on various aspects of proposals.
Review application documents to ensure conformity with Development Regulations and other Municipal requirements. Prepare or obtain reports on proposals from all affected functions of the City and if necessary from other Government departments and agencies.
Conduct special studies and investigations as required. Guide the applicant and helps resolve issues relating to the processing of development/planning applications.
Maintain up to date information on area of specialization and on development/ subdivision applications.
Serve as a member of the Development Committee. Prepare the agenda for meetings of the Development Committee and assists the Committee by preparing appropriate files and reports for consideration of development applications. Provide advice and recommendations to Committee on application of development regulations to assist them in their deliberations.
Act as liaison with developers to transmit requirements.
Identify issues with the Govern electronic filing program and provide potential solutions.
The successful applicant will be required to participate in all training programs applicable to this position and other related work. Qualifications
Education High School Diploma Three (3) Year College Diploma in: Engineering Technology from a recognized educational institution or equivalent.
Specific Skills/Certifications
Self-motivated to work independently and with minimum supervision and be able to maintain good communications with City departments.
Addresses people in a tactful diplomatic manner.
Strong working knowledge of Microsoft Word and Excel.
Relevant Experience
Five (5) years cumulative experience working as a Development Officer I.
Other
Possess a valid Class 5 Drivers License.
Working Conditions
Primarily office work position will require minimal site inspections.
Hours of Work
Monday - Friday 9am - 4:30pm (33.75 hour work week)
