The City of Yucaipa is conducting a recruitment for a Development Services Technician.

Under general supervision the Development Services Technician performs responsible technical and administrative work in one or more specialized land use areas within the Community Development Department including Planning and Building and Safety; to provide information and direction to the public on processes and requirements associated with planning engineering construction and building; and to receive review route process and perform plan checking of applications and permits.

Examples of Duties

Duties may include but are not limited to the following:
  • Serve as first line of contact to internal and external customers on land use community development and engineering related issues; provide information and direction to the public related to community development planning building engineering and permit processes via phone e-mail and counter work.
  • Review interpret and provide information and direction to the public regarding applicable local state and federal regulations planning engineering and building and zoning codes ordinances documents standards and guidelines.
  • Review improvements and/or development plans for completeness; verify measurements on plans; calculate areas; complete initial processing of permits and applications.
  • Receive review log-in track and coordinate routing of various plans and permits.
  • Calculate and collect related fees and provide fee estimates as requested; issue minor permits.
  • Maintain and update a variety of maps and records.
  • Contact developers engineers and applicants regarding plan deficiencies and/or deficiencies in their account status.
  • Maintain records files and reference materials; prepare and edit correspondence plan check comments and various statistical and technical reports; assist with the preparation of agenda items.
  • Recommend and participate in implementation and improvement of policies and procedures.
  • Build and maintain positive working relationships with co-workers other City employees other agencies and the public using principles of good customer service.
  • Perform related duties as assigned.

Typical Qualifications

Knowledge of:
  • Basic research techniques and report writing.
  • Recordkeeping and basic accounting techniques.
  • Principles and practices of effective customer service.
  • Modern office equipment including use of applicable computer applications.
  • Permit and plan check procedures rules regulations and guidelines.
  • Pertinent local state and federal regulations building zoning engineering and planning codes and regulations related to the permits process.
  • Methods for reading and interpreting a variety of maps construction plans specifications and technical documents.
  • Depending on assignment basic planning and engineering concepts real property description and terminology.

Ability to:
  • Learn interpret apply and explain basic local state and federal regulations and standards.
  • Learn to read and understand general construction plans and specifications.
  • Research compile analyze interpret and prepare a variety of statistical and administrative reports.
  • Prepare correspondence and memorandums.
  • Make accurate mathematical calculations.
  • Serve as an integral team player which involves flexibility cooperation and communication.
  • Follow workplace safety policies and procedures.
  • Operate and use modern office equipment including a computer and applicable software.
  • Learn to operate Tyler Energov and/or other specialized software.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Communicate clearly and concisely both orally and in writing.
  • Intermittently review documents related to department operations; observe identify and solve problems relative to office operations and procedures; understand interpret and explain department policies and procedures; explain operations and solve problems relative to office issues for the public and with staff.
  • On a continuous basis sit at desk and/or stand at counter for long periods of time; intermittently twist and reach office equipment; write and use keyboard to communicate through written means; run errands; lift or carry weight of 20 pounds or less.

Experience and Education
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience:
Two years of administrative support experience involving extensive public contact.

Education:
Equivalent to an Associates degree from an accredited college with course work in planning engineering or a related field.

License and Certificate
Possession of or ability to obtain a valid California drivers license.

Physical Demands:
Work is conducted both in an office environment and in the field. The role requires sufficient mobility to move within a standard office setting operate typical office equipment and use a computer. Manual dexterity is required for entering accessing and retrieving data. The position may occasionally involve bending stooping kneeling reaching and pushing or pulling file drawers. Employees must be able to manage detailed tasks under deadlines handle multiple assignments simultaneously work amid interruptions and interact effectively with City officials management coworkers and the public.

Environmental Conditions
Work is generally performed in a temperature-controlled office environment subject to typical office noise with some work done outdoors with exposure to traffic outdoor weather conditions including extreme heat and cold and to wet and humid conditions. Attendance at night meetings may be required.The role may involve interactions with upset employees members of the public or external representatives while explaining or enforcing departmental policies and City regulations.
