POSITION DETAILS

CLASSIFICATION:

This position is classified at the RE-07 group and level which is roughly equivalent to the EX-02 group and level. This is not an executive position; however the salary is roughly equivalent.

LOCATION:

The designated worksite for this position is the Toronto Ontario OSFI Office. However the employee may work from the Ottawa Montreal Vancouver and Toronto office.

OSFIs hybrid model includes telework and mandatory onsite presence. The terms of the employees telework arrangement will be established in accordance with the Directive on Telework and the Guidelines on Hybrid Work. These arrangements must be reviewed annually at a minimum and can be subject to change.

PROCESS INTENT

This is an anticipatory staffing process.

A pool of qualified or partially qualified candidates may be created to staff similar or identical positions with various linguistic requirements and/or profiles security requirements tenures and/or locations within the Office of the Superintendent of Financial Institutions (OSFI) which may vary according to the position being staffed.

KEY RESPONSIBILITIES:

The role of the Insurance Supervision Senior Specialist has three broad responsibilities:

  • Leadership for supporting and project managing OSFIs strategic engagement with the Canadian Council of Insurance Regulators and the International Association of Insurance Supervisors (IAIS). This will involve working closely with and supporting the Senior Director Insurance Division Executive Director Risk Assessment and Intervention Hub and other senior OSFI staff;

  • Leadership of the consistent application of insurance expertise in support of OSFIs strategic objectives including the mentoring of staff participating in committees and working groups; and

  • Conducting Supervision duties contributing to the overall safety and soundness of federally regulated insurance institutions.

ESSENTIAL EDUCATION:

  • A degree OR diploma from a recognized post-secondary institution with specialization in in business commerce economics finance mathematics actuarial science accounting or other relevant field.

OR

An acceptable combination* of relevant experience AND education or training.

*At the managers discretion OSFI may consider candidates who do not possess the stated education but meet the combination of experience and education or training if concrete examples are provided.

ESSENTIAL EXPERIENCE:

  • Significant** experience within the financial services industry*** evaluating risk management practices in one or more of the following areas:

- insurance or reinsurance

- market and liquidity

- asset liability management (ALM)

- segregated funds

- underwriting and pricing

- longevity risk transfer

- reserving and capital

  • Significant** experience in coaching or guiding individuals or teams in the analysis of financial and/or non-financial risk

  • Significant** experience extracting and consolidating data from multiple feeds for analysis

  • Significant** experience presenting informative views of trends for key financial and/or non-financial metrics

** Significant is defined as the depth and breadth of the experience normally associated with the performance of the duties for a period of seven (7) years.

*** Financial services industry experience is defined as experience working in one or more of the following areas: (a) financial institutions including banks trust and loan companies insurance companies and pension plans (b) firms dealing with audits or consulting engagements to such institutions (including reinsurance brokers) (c) technology and data companies providing services to financial institutions or linked to the delivery of financial services (d) government departments that directly deal with the supervision and regulation of these institutions (e) Indigenous Institutions including: Band operations trustees or administrators of pension plans insurance institutions lending institutions or other related areas providing financial services (f) other relevant areas such as but not limited to financial risk management investment management corporate treasury functions or commercial lending.

  • Knowledge of industry standards and practices in relation to the quantification and management of financial risk or non-financial risk including analytics-based techniques and their applications

  • Knowledge of emerging key financial or non-financial risks and the techniques used in their measurement and management

  • Knowledge of current and emerging trends in the Canadian regulatory environments as they relate to insurance companies

  • Knowledge of pension or insurance financial analysis in capital earnings liquidity or other key financial risk mitigants

  • Knowledge of current and emerging risk management practices related to culture or climate risk within the insurance industry

OPERATIONAL REQUIREMENTS

  • Ability and willingness to work overtime when required

  • Ability and willingness to travel within Canada when required

  • Ability and willingness to travel internationally when required
