Main Purpose of Job

The primary function of this position is to serve as a Procurement Officer II (Lead) under a Procurement Officer III (Supervisor) in the Procurement Division in order to ensure that the Maryland Department of State Police is meeting its procurement goals in accordance with COMAR Title 21 Procurement Regulations the Office of State Procurement (OSP) and MDSP Procurement Policies and Procedures. This position assigns reviews trains and monitors the workload of lower-level Procurement Officers. Employees in this classification are responsible for soliciting evaluating and awarding contracts according to State Procurement laws procedures and regulations as well as maintain contracts by ensuring compliance with terms and conditions and is the liaison for the Minority Business Enterprise (MBE) Small Business Reserve (SBR) Veteran-Owned Small Business Enterprise (VSBE) and Green program.

POSITION DUTIES

Procure commoditiesequipment services supplies and IT for the Maryland State Police throughbidding contracts and proposals under COMAR Title 21. Select the appropriatepurchasing method including small procurements negotiated awards competitivebidding proposals sole source or statewide contracts. Create Purchase Ordersin FMIS using ADPICS or the Corporate Purchasing Card(CPC).

Makes every effort to reachthe Governors goal of 29% minority participation 3% veteran participation andmandated 20% small business reserve participation; Creates and reconciles CPClog with statement; Develops contract specifications performance standardspayment terms and modifications in line with State procurement laws andregulations for services supplies equipment construction and more.

Solicits evaluatesnegotiates and awards contracts ensuring compliance with procurementprocedures. Communicates with customers and vendors to clarify requirementspricing and availability. Leads pre-bid conferences site inspections andcontract negotiations. Examines bid proposals for responsiveness andresponsibility and manages advertisement bid openings and contract awards.

Negotiates the most favorableprices terms and conditions for noncompetitive sole source and emergencyprocurements; Maintains contracts awarded and assures compliance with all termsand conditions; Responsible for ensuring that the time-lines for procurementsas defined by the Procurement Manual are met; Provide expert agency procurementtechnical interpretation instruction guidance and assistance.

Train and review the work of lower-level ProcurementOfficers advising them on ways to improve. Researches materials and providestestimony regarding Board of Public Works items and prepare documents for BPWcontract approval; Prepares minutes of pre-bid/pre-proposal conferencesaddenda to Requests for Proposals (RFP)/Invitation for Bids (IFB) and answerswritten questions from potential bidders and offerors;

Examines bid proposals for responsiveness andresponsibility assessing the need for additional information. Conducts bidopenings to evaluate offerors suitability for award and may recommendproposals. Prepares reports to evaluate State procurement activity andperformance. Verifies Small Business Reserves(SBR) Veteran-Owned SmallBusiness Enterprise(VSBE)and Minority Business Enterprise(MBE) participation

Verifies vendor insurance bond certificates and necessarycertifications. Provides guidance to paraprofessional staff. Monitors qualitycontrol of goods and services received conducting inspections to ensureordered items match received products. Evaluates substitutions to confirm theymeet or exceed specifications. Collaborates with Finance and QMD on deliverybilling product and packaging requirements.

Performs other related duties.

MINIMUM QUALIFICATIONS

Procurement Officer II- Option 1

Experience:Seven years of experience three years of experience in contract management or procurement involving duties such as: soliciting evaluating negotiating and awarding contracts and ensuring compliance with governmental procurement laws regulations and conditions and an additional four years of professional contract management experience or professional procurement experience.

Procurement Officer II- Option 2

Experience:Six years of experience two years of experience in contract management or procurement involving duties such as: soliciting evaluating negotiating and awarding contracts and ensuring compliance with governmental procurement laws regulations and conditions and an additional four years of professional contract management experience or professional procurement experience.

Notes:

1. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing Inc. or National Association of State Purchasing Officers) for the additional four years of the required experience.

2. Candidates for Option 1 positions may substitute the possession of a Bachelors degree from an accredited college or university and three years of experience of experience in contract management or procurement involving duties such as: soliciting evaluating negotiating and awarding contracts and ensuring compliance withgovernmental procurement laws regulations and conditions for the required experience.

3. Candidates for Option 2 positions may substitute the possession of a Bachelors degree from an accredited college or university and two years of experience in contract management or procurement involving duties such as: soliciting evaluating negotiating and awarding contracts and ensuring compliance with governmental procurement laws regulations and conditions for the required experience.

4. Candidates may substitute additional graduate education at an accredited college or university at the rate of thirty credit hours foreach year for five years of the required experience.

5. Candidates may substitute U.S. Armed Forces military serviceexperience as a commissioned officer in Contracting Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience.

LICENSES REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.

2. Employees in this classification who have not already done so must obtain and possess certification as a Procurement Professional Certification fromthe Maryland Department of General Services within one year ofappointment.

SPECIAL REQUIREMENTS

In accordance with Section2-204(b)(6) of the Public Safety Article candidates for position in thisclassificationmaybe subject to an initial drugscreening and a complete criminal background investigation to include apolygraph examination before permanent appointment can be made. A criminalconviction may be grounds for rejection of the candidate.

SELECTION PROCESS
