The Opportunity
Reporting to the Manager Project Delivery External Relations the Project Delivery Lead is responsible for leading the execution of External Relations strategies across projects and operations including those in British Columbia (BC). This role is a core part of the Project Delivery function which is focused on ensuring that External Relations becomes a competitive advantage for TC Energy by delivering cost-effective risk-aware and schedule-aligned engagement activities.
The Project Delivery Lead serves as the primary point of contact between the project teams and External Relations functions coordinating inputs and ensuring deliverables are tracked budgeted and achieved on time. The position also supports consistent integration of External Relations deliverables into broader project planning processes governance and reporting structures.
You will coordinate a group of External Relations professionals and work closely with project managers regulatory teams project services supply chain and other External Relations disciplines (Indigenous Relations Community Relations Government Relations Hire & Buy Local Communications etc.) to ensure timely measurable and high-quality support across the project lifecycle. This role provides day-to-day functional leadership and coordination across a matrixed group of External Relations contributors supporting BC projects.
What Youll Do
On-Time On-Budget Project Delivery
- Responsible for ensuring External Relations activities and deliverables are scoped budgeted and tracked throughout project planning and execution phases.
- Work with External Relations leads project managers and project controls to provide accurate forecasting and cost tracking for External Relations activities.
- Align External Relations deliverables with regulatory milestones construction timelines and key project milestones effectively managing interdependences to maintain execution timelines.
- Promote efficient use of External Relations resources through standardized tools repeatable planning processes and implementation plans.
- Establish and maintain baseline External Relations scope schedule and budget for assigned workstreams; monitor performance and forecast to completion.
- Own variance management: identify schedule slippage or cost pressure early drive mitigation actions and support change documentation and escalation as required.
Coordinate and Deliver ER Strategy and Plans
- Lead framing sessions for new projects early in the planning phases of development to facilitate strategic alignment between corporate and project-level priorities and External Relations mission.
- Oversee development and implementation of External Relations strategies and plans that support regulatory approvals and business outcomes.
- Coordinate inputs from External Relations functions and manage consolidated strategy documentation deliverables and reporting.
Risk Issues and Escalation Management
- Responsible for the development and management of an External Relations risk and opportunity register identifying key risks interdependencies and recommended actions to mitigate project and/or reputational impacts.
- Proactively identify and escalate emerging risks documenting recommended actions and outcomes.
- Track and document key decisions assumptions and outcomes to support defensibility auditability and consistent execution.
Governance and Communication
- Maintain accurate and timely records for internal and external reporting.
- Facilitate disciplined planning and performance oversight by leading a regular cadence of meetings with External Relations leads and project teams to review scope schedule deliverables budget forecasts and emerging issuesdriving clear actions owners and follow-through while facilitating cross functional alignment.
- Define and enforce secure access protocols for collaboration platforms to ensure appropriate permissions version control and integrity of External Relations deliverables and reporting.
- Ensure External Relations leadership business unit stakeholders and internal and external governance bodies receive timely accurate and complete status updates on External Relations activities supporting decision making and oversight.
Enablement and Collaboration
- Enable and drive External Relations functions in the execution of their scoped deliverables facilitating updates tracking and coordination.
- Act as a central contact point to ensure transparency and collaboration between External Relations functions and project teams.
- Serve as the primary External Relations interface with key project partners and embedded/seconded resources ensuring alignment on deliverables reporting cadence and issue escalation.
- Participate in Board/Committee document preparation and provide External Relations context as required.
- Embed External Relations priorities into long-term asset planning.
- Leverage project learnings to inform portfolio-wide improvements by contributing insights and recommendations that enhance TC Energys broader project delivery practices.
Minimum Qualifications
- Post-secondary degree diploma or certificate in project management engineering business Indigenous studies or a related discipline and/or a combination of a minimum of 10 years of related industry experience ideally related to pipeline or facilities projects
- Experience in capital project execution stakeholder/rightsholder engagement or related areas in the infrastructure or energy sector.
- Demonstrated ability to manage complex workstreams using structured project management approaches that enable ontime and onbudget outcomes
- Experience developing and executing strategic plans that integrate regulatory construction and external engagement requirements
- Familiarity with regulatory and permitting processes relevant to Canadian energy infrastructure.
- Strong verbal and written communication skills with experience briefing executives project teams and external stakeholders.
Preferred Qualifications
- Familiarity with BC provincial regulatory and permitting processes considered an asset.
- Experience working within or alongside project controls construction management or supply chain functions.
- Proven ability to manage multiple projects and priorities in a dynamic fast-paced environment.
- Proficiency in planning tracking and budgeting tools (e.g. CRM systems dashboards Excel project management software).
- Demonstrated facilitation and influencing abilities.
- Excellent interpersonal skills with the ability to build respectful collaborative relationships across diverse groups from grassroots communities to senior executives.
- Strong problem-solving skills with a proactive solution-oriented mindset.
- Team-oriented approach with the ability to work independently and deliver on project-driven objectives.
- Willingness and flexibility to travel to project sites and participate in community or engagement sessions as required.
