Cybersecurity Expert

Job Title: Cybersecurity Expert (Lead Consultant)
Location: Raleigh NC

NC DHHS is seeking an experienced Cybersecurity Expert / Lead Consultant to lead a large-scale cybersecurity initiative involving technical security risk assessments and penetration testing across 100 counties. This role requires deep hands-on technical expertise strong leadership skills and the ability to clearly communicate security risks to non-technical stakeholders.

• Lead and conduct comprehensive technical security risk assessments across county IT environments including:

  • Servers desktops networks firewalls

  • Identity & Access Management (IAM) MFA VPNs

  • Vulnerability management and patching processes

• Perform internal and external penetration testing vulnerability identification and exploit validation.

• Develop and maintain standardized assessment methodologies testing procedures templates and reporting formats for statewide use.

• Manage and coordinate assessment team workloads assignments schedules and deliverables.

• Create and maintain project plans timelines and status/progress reports.

• Clearly communicate technical findings risks and remediation recommendations to business leaders CMS and other stakeholders.

• 7 years of experience in cybersecurity risk assessments and penetration testing.

• 5 years of experience leading technical security assessments across enterprise IT environments.

• 7 years of hands-on experience conducting penetration testing and vulnerability analysis.

• 5 years of experience developing repeatable assessment methodologies templates and reporting standards.

• 7 years of experience managing technical teams and project timelines.

• 3 years of experience working with security frameworks such as NIST CIS Controls ISO 27001 or similar.
