Position Summary

This position performs complex technical work involving process systems and equipment including database management; infrastructure planning; asset management; infrastructure design construction and preservation; and facility and systems operation and maintenance. This position provides advanced technical analysis and expertise to the Division and typically reports to a Manager or Senior Engineer.

Key Duties & Responsibilities

  • Provide engineering operational and maintenance support for related to water operations and treatment systems.
  • Develop maintain and coordinate databases related to infrastructure utility planning asset management operations preservation testing and field inspection.
  • Provide technical analysis and engineering technology expertise to utility planning; facility and systems operations; and infrastructure design construction preservation and management.
  • Select and assess equipment instrumentation and materials including pumps mechanical drive components piping metallurgy composites meters transmitters valves conveyors seals and heating and air handling equipment.
  • Review and comment on documentation drawings specifications plans and applications from engineering consultants suppliers manufacturers contractors and developers to ensure City standards and requirements are met.
  • Supervise and direct staff contractors and consultants.
  • Maintain and operate specialized analysis software and be able to interpret results model systems produce reports/outputs and make recommendations for equipment and infrastructure environmental and utility network planning construction operations and maintenance programs water/wastewater facility operations and engineering. (Examples include: SCADA WaterCad AutoCad Crystal Reports Asset / Maintenance Management software SPL/WAM Watertrax)
  • Develop review and update equipment and infrastructure standards specifications processes and manuals.
  • Research co-ordinate and assemble information and prepare technical reports.
  • Provide advanced expertise to research and evaluate the application of new technologies
  • Perform related duties as required.

Key Qualifications

  • The knowledge abilities and skills are obtained through completion of a two (2) year diploma in Mechanical Civil Industrial Electrical Water Resources or Environmental Engineering Technology and a minimum of two years experience in a related utility.
  • Knowledge of and demonstrated ability to apply engineering practices principles theories computations analyses and statistics.
  • Knowledge of utility infrastructure management mechanical process systems design materials operations construction maintenance and preservation.
  • Knowledge of engineering drafting and surveying technology practices and techniques.
  • Knowledge of effective supervision and leadership of staff
  • Knowledge and demonstrated ability to inspect assess and troubleshoot mechanical equipment and systems.
  • Intermediate level skills with databases and CAD to display data including symbology create edit and query data modify drawings relate data and prepare designs using software such as AutoCAD.
  • Ability to interpret understand and manage work in accordance with the general rules and regulations of the Provincial Occupational Health and Safety Act other legislation and expectations of City of Reginas policies standards practises and guidelines.
  • Demonstrated ability to strategically plan coordinate and direct the work of others.
  • Ability to acquire and apply knowledge of City policies and procedures and legislative and regulatory requirements.
  • Intermediate skills to create tables charts and forms create formulas create queries and reports modify and customise charts and tables use pivot tables and cross tab queries and import/export data from various sources and formats using office productivity software such as in MS Office (Word Excel PowerPoint and Access).

Working/Other Conditions

  • Must possess a valid Class 5 Drivers License and have a vehicle available for work usage (a travel allowance is provided).
  • Will be required to work from variable bases of operation. (i.e. Wastewater Treatment Plant Water Supply and/or other designated bases.)
  • Must be able and willing to perform work of a physical nature in all types of plant field environments and inclement conditions.

  • Successful candidates may be required to provide a satisfactory criminal record check per the City of Reginas Criminal Record Check Policy.
  • Proof of education is required.
  • Additional assessments may be conducted to evaluate competencies skills and knowledge.
