Position Overview:

This position is accountable for interpreting title and survey data setting proposed right-of-way and easementlimits and designing and preparing right-of-way plats and plans and legal descriptions. The incumbent assistsin the coordination of the preparation of such plats plans and descriptions as prepared by consultants tofacilitate the timely acquisition of required right-of-way (ROW). The incumbent is also responsible for overseeingand cataloging in-house historical data.

Essential Functions

  • Performs complex right-of-way (ROW) design activities as necessary for the preparation of plans platslegal descriptions and related documents necessary for the acquisition of ROW.
  • Reviews the ROW documents prepared by staff and consulting engineering firms retained by thedepartment.
  • Completes research of ownership and title records maintains an index and permanent storage systemsfor accumulated data and historical files.
  • Furnishes the Survey Section with necessary coordinates to accomplish surveys and furnishescoordinates and staking plans to consultants as required.
  • Answers public inquiries regarding state ROW limits and property rights.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conduciveto the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Current registration as licensed Professional Land Surveyor in Illinois PLUS four years of experience inpractice of land surveying.

Preferred Qualifications

  • Working knowledge of the principles standards and practices of land surveying.
  • Working knowledge and ability to prepare plats and plans and read legal descriptions specifically forROW.
  • Working knowledge of survey computer programs and software such as computer aided design anddrafting (CADD) workstation and geographic information systems.
  • Supervisory experience.
  • Ability to perform technical research work and to make comprehensive recommendations on surveyingproblems.
  • Working knowledge of a title commitments purpose and contents.

  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment the employee shall prior to accepting any such non-State employment offer notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
