What Youll Do

The Aviation Safety Officer (ASO) develops and maintains the necessary resources policies and documents to coordinate all aviation operations at the Y-12 National Security Complex in accordance with applicable governing regulations and in a manner protective of personnel the public and the environment. Analyzes flight schedule plans with other company activities such as maintenance and operations to ensure integration and compliance. Maintains records reports and historical data; prepares various charts and flight schedules/data; communicates flight schedule information to Y-12 stakeholders and external agencies. Assists in evaluating and developing specifications for flight safety air traffic control radio communications electronics and avionics. Develops flight operational documents such as flight plans orders and other documents as necessary and obtains approval as appropriate to obtain and maintain Authority to Operate (ATO) by federal authorities. Ensures pilots as qualified to operate aircraft includes confirming licensing and required training. Develops and gains approval for all company aviation policy and procedures. Coordinates with other Y-12 organizations and outside agencies for approval to fly and de-conflict other planned activities.

Responsibilities

  • Serves as the on-site liaison to oversee and coordinate all aviation operations conducted at Y-12 in accordance with Federal Aviation Administration (FAA) and DOE requirements.
  • Determines approval process for each mission request to include Operations Safety Board (OSB) NNSA Y-12 Field Office (YFO) facility or any other concurrence based on site-specific needs.
  • Identifies potential hazards and risks associated with proposed flight activity and implements mitigation including contractor aviation services.
  • Ensures all aviation activities are documented and incidents/accidents are investigated and documented in accordance with FAA and DOE requirements.

Minimum Job Requirements

  • Bachelors degree: Minimum 7 years of relevant experience; typical experience ranging from 10 to 15 years
  • OR Masters degree: Minimum 6 years of relevant experience; typical experience ranging from 10 to 15 years
  • OR PhD: Minimum 3 years of relevant experience
  • Fifteen or more years of education and/or relevant experience in aviation may be considered to satisfy educational and years-of-experience requirements for this posting.

Preferred Job Requirements

  • Completed the U.S. Department of Energy (DOE) Federal Technical Qualification Program requirements outlined in the Aviation Safety Program Specific Qualification Standards (FTCP-PSQS)
  • Completed coursework involving FAA rules and regulations for 14 CFR 107 Small Unmanned Aircraft Systems Subpart C Remote Pilot Certification.
  • Meets the minimum requirements in DOE O 440.2C Chg. 2 and attend a UAS/UAV remote pilot school either in person or online.
  • Five or more years work experience at Y-12 National Security Complex.
  • Demonstrated interpersonal skills with the ability to communicate with all levels of employees management and external agencies.

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

This position may require entry into the Material Access Areas (MAA) and participation in the Human Reliability Program (10 C.F.R. Part 712) which requires successful competition of a DOE counterintelligence evaluation and may include a counterintelligence-scope polygraph examination.

This position may be categorized as a designated position identified by 10 C.F.R. Part 709 requiring successful completion of a DOE counterintelligence evaluation that may include a counterintelligence-scope polygraph examination.
