THE COLLEGE: Northern Essex Community College (NECC) serves about 5000 credit students each semester on two campuses located in the beautiful historic Merrimack Valley region of northeast Massachusetts. Our suburban Haverhill campus sits on 106 acres near Kenoza Lake and features a Technology Center and an award-winning Student One-Stop Center. Our urban campus in Lawrence occupies a number of buildings in the heart of downtown. Job Description:

POSITION: SNAP to Work Manager (Staff Associate): Center for Adult Education; Lawrence Campus (45 Franklin Street); 37.5 hours per week; Non-Unit Professional Position.

SUMMARY: The SNAP to Work Manager leads the development implementation and management of noncredit contextualized ESOL and workforce training programs specifically designed for SNAP Employment & Training participants. This role ensures high-quality programming effective partnerships and sustainable funding compliance to support English language learners and adult education students in achieving their employment and educational goals.

RESPONSIBILITIES:

The responsibilities include but are not limited to the following:

  • Lead the planning implementation and evaluation of SNAP Employment & Training programs to ensure alignment with federal state and local guidelines.
  • Strategize with the Executive Director of the Center for Adult Education to develop high-quality sustainable programming for English language and adult learners.
  • Supervise SNAP program staff to ensure efficient operations and professional growth.
  • Recruit hire onboard and supervise instructors to ensure high instructional quality.
  • Lead ongoing program evaluation with a focus on data-informed decision-making and equity.
  • Recommend and implement strategies for continuous improvement to enhance outcomes for SNAP participants.
  • Develop and manage the program budget track expenditures and oversee reimbursement invoices.
  • Ensure accurate financial recordkeeping in Banner.
  • Review for accuracy and authorize instructor and staff payroll PAR forms requisitions etc.
  • Support SNAP audits site visits grant reporting and new grant submissions.
  • Collaborate with SNAP instructors on curriculum development course design book selection and instructional materials.
  • Ensure that courses align with Life Long Learning and Extended Education (LLLEE).
  • Support SNAP instructors to ensure compliance with program standards as well as college and department policies.
  • Develop and manage marketing and outreach in collaboration with the CAE team and MARCOM.
  • Build and sustain partnerships with MassHire NECC departments and community-based organizations to enhance referrals and expand program reach.
  • Represent the SNAP program at professional networks and events.
  • Use PATH and DTA systems to confirm participant eligibility enroll participants document participation track outcomes and manage budgets and reimbursements.
  • Support SNAP students manage barriers in order to promote retention engagement and success.
  • Assist with SNAP student registration instructor onboarding course setup and evaluation.
  • Attend required training related to security compliance and program implementation.
  • Ensure accurate and timely tracking of program outcomes including enrollment completion skill gains credential attainment and employment.
  • Collaborate with Finance on budget reconciliations and financial reporting.
  • Other duties as assigned.

QUALIFICATIONS:

NOTE: Unless otherwise noted all required qualifications must be met by date of hire.

  • Bachelors degree in Education Social Services Public Administration or related field required or an equivalent combination of education training and experience.
  • Three (3) years of related experience with at least one in adult education or workforce training programs preferably SNAP Employment & Training or similar initiatives
  • Two (2) years of experience with data management reporting and program evaluation tools.
  • Knowledge of noncredit program administration curriculum development and ESOL instruction.
  • Proven ability to manage budgets payroll and grant-funded program compliance.
  • Excellent communication leadership and collaboration skills.
  • Ability to build and maintain community partnerships.
  • Demonstrated commitment to equity diversity and inclusion in adult education.

PREFERRED QUALIFICATIONS:

  • Masters degree in Education Social Services Public Administration or related field required
  • Familiarity with college administrative systems (e.g. Banner) and marketing platforms.
  • Bilingual (Spanish and English)

Additional Information:

SALARY: Anticipated starting salary range is $70000.00 - $73000.00 annually with complete fringe benefit package including competitive health insurance dental insurance basic life insurance long-term disability insurance paid sick vacation and personal leave educational benefits for employee/spouse/dependents and excellent retirement benefits.
