SAU 70 is seeking a detail-oriented and experienced PayrollSpecialist to join our Business Office. Serving the Hanover Dresden and Norwich School Districts this roleadministers the day-to-day payroll functions and oversees the Districts payroll procedures and annual audit process. Position begins immediately open until filled.

POSITION TITLE: PAYROLL SPECIALIST - SAU OFFICE

General Purpose:

Administer the School Districts payroll responsibilities for the unique interstate configuration of SAU 70. This includes end-to-end processing of bi-weekly & monthly payroll. Oversee the Districts payroll procedures and annual audit process.

POSITION DUTIES AND RESPONSIBILITIES:

Except as specifically noted the following functions are considered essential to this position:

  • Responsible for the end-to-end processing of monthly & bi-weekly payroll cycles across two states (NH & VT). Ensure accurate tax withholdings benefit deductions verification of timecards and final direct deposit transmission in compliance with various state regulations.
  • Oversee the payroll process by reviewing exception requests wage adjustments retroactive pay and specialized stipends.
  • Coordinate the preparation of internal and external payroll reports. Provide oversight for quarterly and year-end reporting including the preparation reconciliation and submission of W-2s.
  • Ensure all payroll-related payments are processed in compliance with Federal and State requirements including payroll taxes insurance premiums and miscellaneous withholdings.
  • Prepare and file required documentation and reports for the New Hampshire Retirement System (NHRS) and Vermonts retirement systems (VMERS/VSTRS).
  • Coordinate payroll wire transfers ACH transmissions and physical check distribution.
  • Evaluate develop and make recommendations for systems & process enhancements focusing on increased efficiency and accuracy within the SAU payroll function.
  • Ensure systems are configured as defined by District policy auditors and best practices.
  • Maintain comprehensive internal control documentation for administrative regulations and payroll cycles.
  • Provide training and assistance to building-level faculty and staff regarding district systems to ensure compliance.
  • Report software issues to IT and work in conjunction with software vendors (e.g. Tyler Technologies) to resolve technical issues.
  • Provide support for the Districts year-end closing processes.
  • Act as a point of contact for the annual independent audit providing reports sampled documentation and reconciliations as requested.
  • Responsible for the fiscal year rollover processes and associated updates for payroll module to ensure a seamless transition between school years.
  • Communicate clearly and effectively with employees regarding payroll practices procedures and discrepancies.
  • Maintain an absolute level of confidentiality regarding sensitive employee and organizational records.
  • Understand and comply with all District employment contracts including multiple distinct collective bargaining agreements across the three districts.
  • Maintain a professional friendly and respectful work atmosphere providing timely service to school and District stakeholders.
  • Provide back-up support for Accounts Payable Specialist.
  • Must comply with all SAU 70 District policy and building / department rules procedures practices and objectives.
  • Any and all other duties as assigned.

MINIMUM QUALIFICATIONS:

  • Associates Degree in Accounting or Finance or equivalent experience
  • 5 years of payroll processing experience
  • Strong understanding of wage and hour laws and payroll best practices
  • Experience with payroll technology programs particularly Tyler Financial products (preferred)


Education and Experience:

  • Strong understanding of wage and hour laws and payroll best practices
  • High attention to detail and strong numerical aptitude
  • Familiarity with benefits deductions garnishments and leave-related payroll impacts
  • Exposure to multi-state payroll processing
  • Strong accounting background with demonstrated analytical problem solving and reporting skills
  • Experience with payroll technology programs particularly Tyler Financial products
  • Ability to create and run reports from a database
  • Advanced MS Office skills particularly in Excel and Word
  • Excellent verbal and written English communication skills to support effective interaction with various levels of faculty staff students and other constituents
  • Demonstrated high degree of ethics integrity honesty and respect for confidential information
  • Ability to maintain a high level of accuracy and attention to detail
  • Ability to work independently as needed with limited supervision
