The Work Unit:
The Colorado Circular Communities (C3) Enterprise within the Division of Environmental Health and Sustainability is split into two units the Grants and Enterprise Management and Outreach and Technical Assistance Unit. Both units are under the direction of the divisions senior management team. The Grants and Enterprise Management exists to execute administer and monitor C3 grants and contracts for projects that promote circularity support the economic health of the State of Colorado through the creation of job opportunities encourage practices that protect and improve the environment grow sustainable business and lead to healthy communities. The Unit provides grant and contract monitoring assistance to private entities municipalities towns counties tribes and school districts in executing projects to aid both the successful award of funding and completion of the identified project(s).

Summary of Position:
This position performs work focusing on disbursing state cash funds for projects promoting a circular economy in Colorado and ensuring compliance with applicable grant provisions regulations and statutes. Work involves developing grant solicitations and vendor proposals assisting in the development of grant contracts conducting project field audits and monitoring activities to ensure compliance with grant provisions; identifying problems and areas of improvement; and recommending approvals of expenditures budget changes or grant extensions. Establishes and maintains relationships with local state federal and national recycling associations and organizations to promote grant opportunities and successes and solicit feedback. Implements the strategic goals and objectives identified by the C3 Board of Directors. Maintains current knowledge of department contract monitoring policy and guidance and the laws rules and policies associated with procurement and contracting as required by the funding source. Also maintains current knowledge of state fiscal rules and regulations.

MINIMUM QUALIFICATIONS:

Experience Only:

Six (6) years of relevant experience in an occupation related in grant writing grant administration contract management and scope of work development.


OR


Education and Experience:

A combination of related education and/or relevant experience in grant writing grant administration contract management and scope of work development. to six (6) years Examples are a bachelors degree in Public Health Public Administration Business Administration/Management Environmental Health or closely related field and two (2) years ofrelevant experience in an occupation related in grant writing grant administration contract management and scope of work development.


This experience and education must be substantiated within the Work Experience & Education section of your application. Conditions of Employment:

  • This position will have hybrid workplace options available but will still be required to report to the listed address at least two (2) days per week or based on business need. The position will be expected to work on site when needed at 4300 S Cherry Creek Dr Glendale CO 80246.

  • Office hours are typically Monday through Friday from 8am to 5pm. Extended hours during the evening or the weekend MAY be required by business needs.

  • Up to 5% travel required within the State of Colorado.


Preferred and Essential Competencies:
  • Relevant years of regulatory experience contribute to a candidates position-related knowledge skill ability behavior or other posted competency should be considered as a preferred qualification and given weight under the process.

  • Experience in the administration of local or state compliance programs;

  • Excellent written and oral communication skills.

  • Ability to analyze facts data and evidence to arrive at a logical conclusion.

  • Ability to observe electronically record and interpret information.

  • Advanced Interpersonal and conflict management skills e.g. displays understanding courtesy tact empathy and concern.

  • Develops and maintains effective relationships deals skillfully with people who are difficult hostile or distressed effectively manages and resolves conflicts confrontations and disagreements in a positive and constructive way. Computer literate.

  • Ability to use information technology to communicate manage knowledge mitigate errors and support decision making.
