GENERAL PURPOSE
Performs various entry-level technical duties including reviewing civil construction plans for residential commercial and industrial developments and projects. This is accomplished by performing a comprehensive analysis and examining plans details documents specifications etc. for compliance. Other duties may include other related administrative legal and technical tasks.
SUPERVISION RECEIVED
Works under the general supervision of the New Development Manager.

ESSENTIAL FUNCTIONS
Performs plan reviews by reviewing residential commercial and industrial civil construction plans for conformance to applicable City State and Federal rules and regulations for compliance with applicable codes and advising applicants of needed changes. This will generally include residential site plans less complex single lot commercial or industrial site plans and less complex residential commercial and industrial subdivision plans.
Require notice of and facilitate corrections to be made when deficiencies exist and may assist owners design professionals and contractors in determining how corrections are to be made to ensure conformance with regulations.
Answer technical questions and furnish information to the public (citizens developers architects engineers) regarding the requirements of ordinances standards and codes.
Coordinate with various City departments and exterior-based utility providers.
Manage and maintain records and documents collected and created for plan reviews performed by the City as well as other project-related documentation.
Ability to interpret a variety of documents that may be furnished in written oral diagram or schedule form.
Solve practical problems and deal with a variety of situations where standardized requirements may be limited or do not work with unique situations.
Perform complex mathematical calculations for engineering and design problems.
May review and approve setback variance request forms for compliance with applicable City ordinances plans and codes as pertain to public works.
May perform various minor field inspections including drive approach inspections public works final inspections for residential sites and Stormwater - Notice of Termination inspections for residential sites.
MINIMUM QUALIFICATIONS
- Education and Experience:
- Must have a high school diploma or General Equivalency Diploma.
- Preferred two (2) two-year college program or equivalent combinations resulting in the accumulation of similar knowledge or skills.
- Preferred two (2) years of civil construction experience or equivalent combination of construction design inspection or project management.
AND
Two (2) years of responsible experience performing the above or related duties;
OR
An equivalent combination of education and experience
2. Knowledge Skills and Abilities;
- Working Knowledge of local state and federal ordinances codes and rules; civil engineering principles relating to a variety of plan review disciplines including grading and drainage drainage facilities street improvements water sewer and fire protection; modern methods materials and techniques as applied to construction and maintenance of public works; fundamental scientific and civil engineering concepts.
- Working skills working in a fast-paced environment; the art of diplomacy and cooperative problem solving; producing written documents with clearly organized thoughts using proper English construction punctuation and grammar; verbal communication with other city staff developers engineers contractors and the public.
- Ability to communicate effectively verbally and in writing; read and interpret plans and specifications; visualize completed projects in planning stages and estimate the end results; perform advanced mathematical calculations; develop and maintain working relationships with other city staff developers engineers contractors and the public.
3. Special Qualifications:
- Must possess a valid Utah Drivers license
- Must either possess or within Six (6) months of employment obtain Registered Stormwater Inspector certification.
4. Work Environment:
- While performing the duties of this job the employee is regularly required to use hands to finger handle or feet; reach with hands and arms and repetitive motions.
- The employee is required to frequently sit and stand and is occasionally required to walk climb balance stoop kneel crouch or crawl.
- The employee must frequently lift and/or move up to 25 pounds.
- The employee must have close vision distance vision color vision peripheral vision depth perception and the ability to adjust focus.
- The employee must be able to vocally communicate to express or exchange ideas by means of the spoken word.
- The employee must be able to hear in order to perceive information at normal spoken-word levels.
As per Washington City policy and/or procedures a background check and drug screening evaluation will be required for potential new hire candidates prior to an offer of employment. I understand that if I am under the age of 18 I must have my parent or my legal guardian grant their permission for the background check and drug screening test to be performed.
