Summary:
As the Strategic Director of Finance and designated Section 151 Officer you will serve as the statutory Responsible Financial Officer for the Cardiff Capital Region (CCR). This is a high-profile influential role designed to ensure the effective stewardship of public funds while driving the financial strategy for large-scale regional investment. You will balance the rigorous requirements of public sector governance with the commercial acumen needed to manage complex investment portfolios fiscal levers and sustainable funding frameworks. You will be a key architect in shaping the CCRs Target Operating Model ensuring the region is fit for the future through robust financial planning and strategic value creation.
Responsibilities:
- Act as the Section 151 Officer ensuring proper administration of the CCRs financial affairs and providing authoritative advice to the Chief Executive and the Board.
- Lead the development of the Medium-Term Financial Plan (MTFP) and ensure financial strategies align with the Regional Economic and Industrial Plan.
- Challenge and support CCRs investment fund work; direct commercial structures to support large-scale programs while maximizing the impact of strategic resources.
- Oversee the CCR Assurance Framework ensuring all interventions meet UKG Green Book requirements and the five-stage business case model. Lead internal audit interactions and support the Audit and Governance Committee.
- Oversee ICT estate services and procurement functions ensuring all commissioned and outsourced services provide maximum value for money.
Qualifications:
- Educated to degree level or equivalent
- Mandatory qualification from a chartered accountancy body (e.g. CIPFA ACCA ICAEW).
Essentials:
- Proven track record at a Board or Executive level in a complex public or private sector environment (minimum 5 years preferred).
- Significant experience as a Chief Financial Officer or Deputy s151 Officer particularly in shaping financial plans that support wider corporate priorities.
- Strong commitment to Equality Diversity and Inclusion (EDI) and a deep understanding of Environmental Social and Governance (ESG) values and triple bottom line accounting.
- A full UK driving license.
