About Us

The NC Department of Administration is the business manager for North Carolina state government. The department oversees Government Operations such as building construction purchasing and contracting for goods and services maintaining facilities managing state vehicles acquiring and disposing of real property and operating auxiliary services such as courier mail delivery and the sale of state and federal surplus property. Additionally the department manages many of the states advocacy programs that provide assistance and services to diverse segments of the states population that have been traditionally underserved.

Description of Work

The primary purpose of the position is to serve as the second-in-command in the Division and to assist the Executive Director of the Commission with day-to-day operations including oversight and management of all programs the development review and approval of grant proposals grant reports and general reports on program productivity as well as oversight of financial management and supervision of program management teams and their programs. Assist in the alignment of staff performance work plans with program goals. Further the position is responsible for the effective oversight of temporary employees interns and volunteers. Approval of time and attendance accountable for the development of the Commissions Annual Reports the quarterly newsletter website coordination and ensuring that information posted on the website is accurate and available to the public state and local agencies grantees boards and partners. This is a key leadership position requiring excellent written and oral communication skills.

Other responsibilities include developing and conducting employee training strategic planning programming marketing and community outreach to all state and federal tribes. This position will require a high degree of independent decision-making skills in collaboration with the Executive Director of the Commission to accomplish the Division goals and objectives. This position also provides staff support to Commission Committees as needed. Other duties as assigned. This position is based in Raleigh with periodic travel required.

The North Carolina Department of Administration is seeking applicants for a Raleigh based Program Analyst II (Working Title: Deputy Director) for the Commission of Indian Affairs Division (CIA) to assist and help lead the Division operations in meeting its legislative mandate as an Advocacy Agency. The primary purpose of the NC Commission of Indian Affairs is to advise the Governor members of the legislature and state agencies on the issues needs and concerns of American Indians Indian tribes and Urban Indian Organizations. The Division guides the effective development and application of programs to promote social and economic development in American Indian communities. The Division establishes practices to promote recognition and the rights of Indigenous people to pursue cultural and religious traditions considered sacred and meaningful to American Indians in the state. The Division performs it duties with state appropriated and federal grant funding to address Indian Education Housing Workforce Development Human Trafficking Domestic Violence and Sexual Abuse Indian Child Welfare State Recognition of Indian Tribes and Economic Development.

MANAGEMENT PREFERENCES:

  • Proven experience collaborating with American Indian communities educational institutions and cultural organizations.
  • Consistently demonstrates professionalism and fosters effective working relationships with peers Commission members Department of Administration leadership and other government officials.
  • Strong background in state and/or federal grant administration project management and compliance reporting.
  • Expertise in developing reviewing and approving grant proposals.
  • Skilled in preparing grant reports and evaluating program productivity.
  • Ability to align staff performance plans with organizational and program objectives.
  • Demonstrated supervisory experience and proficiency in budget planning and development.
  • Exceptional written and verbal communication skills.
  • Proficient in creating and delivering presentations using Microsoft Office applications.
  • Ability to design and facilitate impactful training programs.
  • Provides staff support for Commission Committees as required.
  • Performs additional duties as assigned.

Other Requirements:

Minimum Education and Experience Requirements:

Bachelors degree from an appropriately accredited institution and five (5) years of progressive experience related to the area of assignment or an equivalent combination of training and experience.
