Job Summary


The Workspace Management and Business Continuity (WMBC) Office ensures seamless operational continuity by optimizing facility performance driving strategic workplace transformation and delivering comprehensive support services to maintain a dynamic future-ready environment aligned with organizational needs for NATO HQ and its alternate locations.

The WMBC independent office has three pillars: Building Systems (BS) Workspace Transformation and Project Management (WTPM) and Business Continuity Events and Logistics (BCET). The pillar Workspace Transformation and Project Management includes Building Maintenance (BM) Workspace and Project Management (WPM) and Facility Transformation (FT).

Under the supervision of the Head WTPM this role focuses on identifying designing planning and executing critical infrastructure projects to optimize NATO HQ facilities. The Technical Project Manager oversees all project phases and coordinates multidisciplinary teams to ensure timely efficient delivery aligned with security requirements and organizational needs. Additionally the incumbent manages program-level coordination across divisions to ensure synergies and report outcomes to senior management.

AND EXPERIENCE
ESSENTIAL
The incumbent must:

possess a university degree in architecture or a related discipline from an institute of recognized standing;
have at least 5 years of professional experience as a project manager in the broad field of medium or large-scale infrastructural construction project(s);
have an extensive experience as project manager in the context of workplace design and/or management;
have experience or knowledge in the domain of change management in the context of large companies or international organizations;
demonstrate design and drawing skills;
have good knowledge of Computer-Aided Design (CAD) Software (e.g. AutoCAD a/or Revit) and of planning tools;
have extensive experience in public procurement in the context of international organizations;
possess the following minimum levels of NATOs official languages (English/French): V (Advanced) in one; III (Intermediate) in the other.


DESIRABLE
The following would be considered an advantage:

further university degree;
knowledge of creative and publishing software in the context of presentations to customers;
experience in new way of working models and solutions (conception and implementation);
a good knowledge of Building Information modelling (BIM) solutions;
extensive experience in the management of construction projects including temporary building solutions;
professional experience in projects that include a sustainability dimension;
have a good understanding of the NATO HQ international environment;
good knowledge of European and Belgian construction regulations and health safety and security norms.


ACCOUNTABILITIES

Project Management
Plan manage coordinate and execute workplace related projects: Architectural projects (temporary constructions of up to several thousand square meters and adaptation of existing facilities) space allocation projects and move programs from early design phase to the provisional reception and closure of the projects. Prepare and present to the Head WTPM reports that address investment implementation schedules and technical appraisals. Raise areas of concerns identify and manage project risks issues and seek management decision when necessary. Contribute to the standardization of Project Management Processes. Prepare office space occupation concepts and project proposals based on client requests and requirements. Ensure compliance with regulatory security and organizational policies related to infrastructure and workplace projects.

Knowledge Management
Together with the Procurement service and WMBC stakeholders actively participate in procurement activities (drafting of specifications assessment and adjudication etc.) and oversee the execution of the contracts (control of the progress of invoicing etc.).

Planning and execution
Coordinate and perform the scheduling of moves or works and ensure that the appropriate in-house and/or external staff and resources (including ICT Security etc.) are available to meet the established timeline of the scheduled activities across the Organization.

Expertise development
Provide expert advice to customers to project teams and to the Head WTPM on concepts projects activities and issues. Depending on the projects act either as a project manager assessing design and technical proposals or as a designer / architect that will produce product designs and technical proposals. Organise meetings with project teams. Advise and collaborate with the team and with peers within WMBC to ensure timely cost effective and quality delivery of projects. Apply change and project management skills and use the change and project management skills by keeping in mind NATOs political and organizational environment.

Financial Management
Prepare cost estimates which include self-assessments and input from various stakeholders. Review the cost of project proposals. Monitor the execution of budget and prepare budget reports.

Information Management
Advise and prepare reports to management (progress reports risk and mitigation plans etc). In compliance with the document management strategy and using document management tools & processes make sure both project documentation and future operational documentation (As built) are properly drafted organized controlled and delivered.

Stakeholder Management
Be the primary project point of contact customer representatives suppliers and the NATO support teams. Proactively develop a network of project stakeholders to ensure that all the impact of projects activities and issues are fully considered and the required decisions are made. Present and defend projects and activities before management as required. Participate to committees. Assume responsibility for liaising with customers suppliers and other project in-house or external stakeholders to ensure that projects are on track and address the objectives of the project.

People management
Guide oversee and manage the work of the project team composed of internal and external engineers and technicians. Coordinate the activities of the Project Assistant MEP and Project Assistant Architecture provide guidance and offers expert advice. Open for alternative HR suggestionProvide information on training opportunities and regular feedback on performance. Recommend opportunities to improve staff performance motivation development and engagement.

Perform other related duties as instructed.



The incumbent reports to the Head Workplace Transformation and Project Management and supervises a team composed of internal staff and external stakeholders. The incumbent works in close collaboration with other Project Managers and team/section heads in the context of Workplace related projects. The incumbent works closely with other divisions across NATO.

6. CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to 3 years.
Contract clause applicable:
This post is required for a limited period to support the project. As employment in this post is of limited duration the successful applicant will be offered a definite duration contract of 3 years duration which may be renewed for a period of up to 3 years if required to support this project.
If the successful applicant is seconded from the national administration of one of NATOs member States a 3 years definite duration contract will be offered which may be renewed for a period of up to 3 years if required to support this project and subject also to the agreement of the national authority concerned.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
