The Department of Military and Veterans Affairs (DMVA) Division of Alaska Air National Guard FMO (ANG)

is recruiting for aDrafting Technician 3!

This position is in the General Government (GGU) bargaining unit at a range 15.

This position is open to Alaska Residents only. Please check our Definition FAQto determine if you qualify.


What you will be doing:
As the Air National Guards Drafting Technician 3 you will play a pivotal role. The primary purpose of this position is to perform a full range of manual and automated drafting duties as well as essential project support and administrative tasks to ensure the accurate representation and documentation of facilities and designs for the Alaska Air National Guard (ANG). You will have the opportunity to further develop your technical skills and continue to grow professionally throughout your career.
  • Manual and Automated Drafting: Performs a full range of drafting tasks using AutoCAD to create and update two- and three-dimensional maps facility system designs and detailed engineering plan sheets.
  • Project Documentation and Support: Prepares technical specifications statements of work and cost estimates while assisting with contract management project closeouts and the review of contractor submittals.
  • Data Translation and Calculation: Translates field data topographic surveys and as-built drawings into base maps while calculating material quantities and horizontal/vertical curve data.
  • Project Coordination (Appendix 31): Serves as the State Contract Officer Representative (COR) for federally funded small projects coordinating directly with procurement and engineering offices to execute project packets.
  • GIS and Records Management: Supports Geographic Information Systems (GIS) activities by managing infrastructure data and maintains a comprehensive repository of engineering documents AutoCAD libraries and master grid maps.

Who We Are Looking For:
We are interested in candidates who possess some or all of the following position specific competencies:
  • Design:Knowledge of conceptualizing developing producing understanding and using plans models blueprints and maps including the use of tools and instruments to produce precision technical drawings working prototypes components or systems.
  • Attention to Detail: Is thorough when performing work and conscientious about attending to detail.
  • Computer Skills: Uses computers software applications databases and automated systems to accomplish work.
  • Contracting/Procurement: Knowledge of various types of contracts techniques or requirements (for example Federal Acquisitions Regulations) for contracting or procurement and contract negotiation and administration.
  • Cost Estimation and Analysis: Knowledge of the principles practices and methods used to determine estimate and analyze costs including determining life cycle costs application of cost models and evaluation of cost realism.

The successful applicants must pass a federal background check in order to qualify for military base access which is required with this positions work location on base. The background check may include fingerprinting. All job offers are conditional pending successful completion of the federal background check and issuance of a Defense Biometrics Identification System (DBIDS) card allowing base access. Also you must be able to maintain the clearance throughout your employment. If using a private vehicle this will require a valid Alaska Driver License proof of vehicle insurance and a valid State of Alaska vehicle registration.

State employees are guests on Joint Base Elmendorf-Richardson; clearance and access are not within the States control.

Special Note:In addition in some cases employees must be able to obtain and maintain a Common Access Card (CAC). As part of the examination process a background check investigation including a criminal records check will be conducted. Conviction of a crime will not automatically preclude appointment. The circumstances involved in the conviction will be considered.

Minimum Qualifications

Completion of two courses in computer assisted drafting design or mechanical drawing at the high school level OR 6 semester hours or 8 quarter hours of computer assisted drafting design or mechanical drawing course work at the technical/vocational school or college level;
AND
One year of automated drafting experience as a Drafting Technician 2 with the State of Alaska or the equivalent elsewhere.

Additional experience in computer assisted drafting design or mechanical drawing may be substituted for the required course work on a year-for-year basis.
