About the Position:
Under general direction of the Public Works Director the Civil Engineering Division Manager plans organizes and directs the Citys Land Development functions within the Civil Engineering Division. This position is responsible for managing on-site construction activities civil engineering plan review grading and ADA compliance and storm water and NPDES/MS4 regulatory programs to ensure adherence to applicable federal state and local requirements.

The Division Manager provides high-level technical and managerial oversight coordinates with internal departments and external agencies and serves as a key resource to developers consultants contractors and the addition to supervising professional and technical staff this role plays a critical part in improving processes implementing best practices and ensuring efficient and consistent delivery of land development services. The Division Manager shall work collaboratively with consultants and developers to proactively identify and resolve complex civil engineering issues related to project conditions of approval ensuring compliance with City standards and timely project delivery.

This individual has a thorough understanding of civil engineering principles related to on-site construction grading ADA accessibility and storm water/NPDES compliance and is confident interpreting and enforcing applicable federal state and local regulations. They are comfortable making sound independent decisions and providing clear guidance to staff developers consultants and the public.

A Day in the Life:
On a typical day the Civil Engineering Division Manager balances strategic oversight with hands-on leadership. The day may begin with reviewing complex development applications or coordinating with staff on plan reviews inspections and permit activity. Meetings with internal departments such as Planning Building Fire and Utilities are common to ensure projects move forward efficiently and in compliance with City standards.

Throughout the day the Division Manager may consult with developers engineers or contractors to clarify requirements related to grading ADA accessibility or storm water regulations while also addressing escalated issues or complex technical questions. Time is also spent coaching staff reviewing work products approving recommendations and ensuring training and performance expectations are met.

Field visits to construction sites provide opportunities to observe progress verify compliance and address on-site challenges. The day may conclude with reviewing reports evaluating process improvements or preparing for upcoming projects public meetings or regulatory deadlines. No two days are exactly alike making this role both challenging and rewarding for a leader who enjoys variety responsibility and impact.

What You Need to Qualify

Education and Experience:
Bachelors Degree in civil engineering or closely related field; at least five (5) years of progressively responsible experience and at least two (2) of which were in a supervisory capacity; or an equivalent combination of training and experience.
A Masters Degree in engineering or closely related field may be substituted for one year of the required non-supervisory experience

Licenses Certifications and Equipment:
A valid State drivers license is required. California Class C drivers license required.
Current valid registration as a Professional Engineer with the California State Licensing Board.

Knowledgeof:

  • Organization and direction of operations and activities related to on-site construction grading ADA compliance and storm water permit processing plan review and inspection.
  • Principles and practices of public administration.
  • Best management practices related to on-site construction.
  • Computer applications applicable to permit processing and word processing.
  • Principles methods techniques and practices of inspection and investigation.
  • Federal state county and city laws codes and ordinances relating to on-site construction regulation.
  • Principles and practices of sound business communications.
  • Principles and practices of effective management and supervision.
  • City Human Resources policies and procedures Personnel Rules and labor contract provisions.

Skill in:

  • Using tact and poise in dealing with the public.
  • Preparing clear concise and accurate reports and recommendations including investigation results work programs and other related items.
  • Leading coaching instructing and motivating employees and fostering a teamwork environment.
  • Reading and interpreting civil engineering plans soils reports hydrology and hydraulic reports Storm Water Pollution Prevention Plans (SWPPP) and Water Quality Management Plans (WQMP).
  • Effectively communicating verbally and in written form.
  • Working collaboratively with other divisions and departments and outside agencies involved in the development and construction process.
  • Interpreting and enforcing provisions of applicable codes ordinances and regulations.
  • Establishing and maintaining records and preparing reports related to assignment.
  • Operating computers assigned software and office equipment.
  • Attending evening and weekend community meetings and workshops as necessary.
  • Establishing and maintaining effective relationships.
