GENERAL DESCRIPTION:


The Wyoming Department of Transportation (WYDOT) is seeking a Highway Maintenance Technician (Supervisor I) in Casper Wyoming toassist the Highway Maintenance Supervisor II with the responsibility of maintaining all the roadways roadway structures buildings rest areas and other infrastructures to the standard that fulfills the departments requirements for safety high quality and efficient transportation system.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.


  • Supervises the highway maintenance operations of a crew and assigns daily activities according to the overall work plan determined by the Highway Maintenance Supervisor II.
  • Schedules crew members for rotating shifts assign labor and equipment to assist neighboring maintenance crews and plans for coverage/equipment in anticipated weather events; works in the field when crews are running short and as needed.
  • Identifies training needs of subordinate crew members; ensures training is completed; may conduct training for leads and technicians; responsible for employee hiring coaching and development; communicates with human resources regarding disciplinary actions and recruitment needs.
  • Conducts performance appraisals for crew members; ensures crew members have access to computers to complete appraisals and required online training.
  • Responsible for the upkeep service and scheduling of equipment repairs for their crew.
  • Responsible for deciding the type of maintenance treatment or application used by the crew to accomplish the job at hand; provides guidance to crew on how to perform an unfamiliar or irregular method.
  • Orders and maintains materials and inventory; communicates needs for high-dollar purchases to the Highway Maintenance Supervisor II.
  • Utilizes the computer to accurately record work orders employee time cards and material usage in agency systems; records crews work accomplishments.
  • Monitors project budgets and progress inspects projects according to state and federal quality standards and assesses road sections and associated infrastructure for needed repair/maintenance; communicates unplanned maintenance to area supervisor.
  • Ensures crews are working safely and according to established safety policies and procedures; conducts daily safety briefings and lines out precautions for each work activity; ensures crew members have the appropriate protective gear prior to the start of the operation.
  • Builds and maintains positive working relationships amongst crew members local landowners and the public; communicates ongoing maintenance projects traffic control operations and hazardous situations to the public when necessary.
  • Maintains ongoing and open communication with other Highway Maintenance Supervisors and district staff to ensure work is completed efficiently and safely across the overall district and statewide.

Qualifications


PREFERENCES:


Preference may be given to those applicants with supervisory experience.


KNOWLEDGE:


  • Knowledge of state and federal highway safety standards and traffic control procedures
  • Knowledge of heavy equipment operation and basic mechanical repair
  • Knowledge of routine and specialized highway maintenance operations
  • Knowledge of agency policies and procedures agency quality and road service commitments and safe work practices
  • Knowledge of budget monitoring agency billing procedures and inventory tracking
  • Knowledge of computers basic office equipment Gmail and WYDOT
  • databases/systems
  • Knowledge of regulations and state and federal agencies that relate to highway maintenance operations (i.e. OSHA EPA DEQ BLM USFWS Bureau of Reclamation Bureau of Indian Affairs etc. and city and county governments)
  • Knowledge of resource and time management
  • Knowledge of team-building practices and relationship-building


MINIMUM QUALIFICATIONS:


Education:
Bachelors Degree (typically in Management)

Experience:
0-2 years of progressive work experience (typically in Highway Maintenance/Highway
Construction) with acquired knowledge at the level of a Highway Maintenance Specialist

Certificates Licenses Registrations:
Class A Commercial Drivers License

OR

Education & Experience Substitution:
3-5 years of progressive work experience (typically in Highway Maintenance/Highway
Construction) with acquired knowledge at the level of a Highway Maintenance Specialist

Certificates Licenses Registrations:

Class A Commercial Drivers License

  • This position takes place in an average work environment.

    • Temporary employees accepting a full-time position.

    • Current employees accepting a promotional opportunity - recruitment must have been opened to the public.

    • One year of service to WYDOT must be completed failure to complete this requirement will forfeit the hiring incentive and funds will be recouped from final pay.

    • Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.

    • Employees would only be eligible for one (1) hiring bonus in a 12-month period.

    • If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period they would be required to pay the bonus back.
