Job Summary


Within NATOs International Staff (IS) the Information Communication and Technology Management (ICTM) Office provides support and services in the areas of information communication and technology management and digital information archives records and knowledge management to the North Atlantic Council (NAC) its committees and to the IS. Digital Information Management Services (DIMS) is the principal information and records management service at NATO Headquarters. DIMS plays a key role in ensuring the accessibility availability and integrity of all official information produced by the NAC its committees and the IS.

Under the supervision of the Head DIMS the Head Printing and Graphics Design Service manages the operational business and administrative activities of the NATO Headquarters Printing and Graphic Design Service. The Head is responsible for driving the transformation of the current printing and graphics design services into a modern forward-looking operation that delivers cutting-edge graphics design and state-of-the-art printing solutions. This includes ensuring that customer requests are processed in a timely and cost-effective manner while also managing change to embrace new technologies and workflows that improve efficiency and quality. The Head is responsible for proactively implementing innovative solutions to meet evolving demands and position the Service as a leader in modern graphics design and printing.

The Head needs to ensure that the Printing and Graphics Design Service is equipped with advanced cutting-edge technology that aligns with its mandate and that staff receive comprehensive training to effectively utilize and maximize the capabilities of this modern equipment. Additionally the Head actively seeks out suitable reliable outsourcing solutions to complement internal capabilities and expand service offerings in both printing and graphics design. The Head is responsible for overseeing the execution of these contracts ensuring outsourced services align with NATOs visual identity guidelines quality standards and operational timelines while fostering a collaborative approach that contributes to a modern and seamless service model. The Head is responsible for delivering excellent customer support by keeping NATO Headquarters customers informed about the latest technologies and providing solutions that align with their specific needs.

2. QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
The incumbent must:

have a university degree or equivalent level diploma from an establishment of recognised standing in one of the disciplines related to the job;
have at least five years experience in managing and supervising printing and graphics design staff and have proven management skills;
have a thorough knowledge of modern techniques and working practices used in graphics design and digital printing. Must be familiar with production equipment and graphic design softwares such as Adobe CC (InDesign Illustrator and Photoshop);
be able to demonstrate professional competence and mastery of printing and graphics design processes;
be able to provide excellent customer support including dedicated assistance to high-level clients.;
have experience in coordinating and managing complex projects in a multicultural environment;
have experience in implementing a change agenda with involvement in change management processes;
be prepared to work outside of normal hours and to adapt to changing schedules;
demonstrate experience in strategic planning and implementation;
possess the following minimum levels of NATOs official languages (French/English): V (Advanced) in one; III (Intermediate) in the other.


DESIRABLE
The following would be considered an advantage:
experience in drafting policy and standard operating procedures in the field of printing and graphics design
have a strong understanding of innovation programs and initiatives relevant to a printing and graphics change program
experience working with information in a security conscious environment;
experience at the international level especially in International Organisations


3. MAIN ACCOUNTABILITIES

Planning and Execution
Participate in the development of new standards (including SOPs) and business processes in the field of printing and graphics design. Recommend innovative forms of service and new ways in which services can be provided to customers and stakeholders. Have an innovative approach to work and be able to adapt in an evolving technical and managerial environment. Promote printing and graphics best practices and new ways of working. Develop key operational and customer service performance metrics specific to printing and graphics.

Organisational Efficiencies
Introduce service level agreements to ensure the production of the timely and quality work as well as customer satisfaction. Ensure that the benefits of outsourcing are fully exploited while maintaining the minimum technical and staffing capability to meet surge demands. Maintain the professional standards of the Service through the assessment and introduction of modern new technologies as they become available.

People Management
Manage the staff in Printing and Graphics Design Service including work allocation identifying training and development needs and handling staff issues. Evaluate staff performance in accordance with the NATO HQ Performance Management guidelines and standards.

Project Management
Provide printing and graphic design expertise and assistance to support high-level diplomatic events public information campaigns and other high-profile NATO activities in support of NATOs public image and decision-making process. Drive and oversee projects designed to enhance efficiency innovation and service delivery within the printing and graphic design ensuring alignment with modern industry standards and organizational goals. Actively collaborate as a key team member on various initiatives within ICTM bringing expertise in printing and graphic design to support cross-functional projects and contribute to strategic IS and ICTM objectives.

Financial Management
Prepare the annual budget proposals for the Service and ensure expenditures are accurately tracked and aligned with the ICTM allocated budget.

Stakeholder Management
Liaise with stakeholders of different levels of experience and expertise. Understand identify and analyze organizational needs and provides appropriate and innovative solutions to meet organizational printing and graphics design requirements. Participate in the DIMS management meetings.

Perform any other related duty as assigned. Occasionally replace the Head DIMS during absence.



The incumbent reports to the Head DIMS. He/she works together with the other managers of DIMS to ensure coherence of procedures and work standards and works in close relationship with the Central Registry and Records Administration staff to ensure that documents are processed efficiently. He/she works closely with the Office of the Secretary General and other key participants in high-level diplomatic events. The incumbent also engages with the International Military Staff to ensure a common approach and inter-operability wherever possible.

6. CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years during which the incumbent may apply for conversion to an indefinite duration contract.
Contract clause applicable:
In accordance with the contract policy this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisations need to carry out its tasks as mandated by the Nations in a changing environment for example by maintaining the flexibility necessary to shape the Organisations skills profile and to ensure appropriate international diversity.
The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract which may be renewed for a further period of up to 3 years. However according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.
If the successful applicant is seconded from the national administration of one of NATOs member States a 3-year definite duration contract will be offered which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
NOTE:Irrespective of previous qualifications and experience candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic and will not normally take place during the first three years of service in the post.
Under specific circumstances serving staff members may be appointed directly to the higher grade and a period of three years might be reduced by up to twenty four months for external candidates. These circumstances are described in the IS directive on twin-graded posts.
