Description of Work

This position leads the preparation of the annual financial statements including all note disclosures for the SRPs for audit by an external auditor. The position monitors and reconciles the investment management fees and other fees accrued at the custodian by the SRPs. The position prepares instruction letters to the custodian to facilitate the payment of these fees. This accountant position assists in the preparation of the NC Annual Comprehensive Financial addition this accountant will work through special projects related to the SRPs as the solutions involves both divisions. This position will also work with the annual and monthly operating budget of the SRPs to ensure that all Board changes are made and there is sufficient funds to satisfy payments for position has extensive interaction with the Retirement Division staff (RSD) the external auditor the custodian and record keeper for the Supplemental Plans and the Office of the State Controller (OSC).

About us:

The Financial Operations Division of the NC Department of State Treasureris responsible for the efficient and prudent management of state held assets. The Division is comprised of four areas: Procurement and Contracting Banking Operations Bank Reconciliation Unit and Accounting.TheAccounting sectionis under the supervision of the Departmental Accounting Manager to ensure compliance and consistency around departmental accounting functions. Departmental Accounting manages Accounts Payable Accounts Receivable month end close and certifications Fixed asset reporting P-card and some annual Tax reporting.

TheDepartment of State Treasurerscampus is located on Atlantic Avenue is surrounded by many shopping centers and restaurants has access to a 24-hour 7-day a week free gym on the campus and has free employee parking.

Job Duties:

Leads the preparation of the annual financial statements including note disclosures for the SRPs for audit by external auditor.
Ensures statements are in compliance with generally accepted accounting principles as promulgated by the Governmental Accounting Standards Board (GASB).
Leads the preparation of year end financial reporting pertaining to the SRPs.
Responds to inquiries made by the Office of State Auditor (OSA) and OSC.
Communicates both oral and written information to the OSA and OSC related to financial reporting.
Reviews the budget reports for the SRP and ABLE operating funds. Works with the other accounting areas to ensure that the budget is in line with the most recent Board actions. Ensures adequate funds are in the account to fund anticipated accounts payables.
Accounting and financial reporting for equity investment manager fees. Includes but not limited to analyzing and recalculating fees comparing recalculated amount to manager invoice and determines if managers fee is within tolerance levels and preparing instruction letters to custodian to facilitate payment of manager fees.

Management Preferences:

Skill in preparation of financial statements disclosures and Annual Comprehensive Financial Reports.
Thorough knowledge of generally accepted accounting principles (GAAP)and practices and Governmental Accounting Standards Board (GASB) practices and the ability to provide technical guidance.
Thorough knowledge of current accounting and financial management systems.
Ability to use accounting judgment and theory to independently resolve fiscal issues and to present results of analysis to program administrators.

Minimum Education and Experience

Bachelors degree in accounting or a degree in business administration finance or public administration or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and five (5) years of professional accounting/auditing experience in the preparation of interpretive or analytical accounting/ financial statements and reports or equivalent combination of education and experience.
