Tallaght University Hospital (TUH) is a model 4 voluntary academic teaching hospital partnered with Trinity College and situated in south west Dublin. With a staff of over 4000 people from 63 differentcountries it provides both acute and tertiary care to an increasing population of circa 800000 people and is a provider of local regional and national specialties. It is also a National Urology Centre the second largest provider of dialysis services in the country Pelvic and Acetabulum National Centre and a designated Trauma Unit.

The Hospital is part of the newly established HSE Dublin & Midlands Region which serves a population of over 1.2 million across seven counties and operates under the governance of an independent Board of Directors who give their time on a voluntary basis. HIPE Clinical Coders extract the relevant information from the Patients Medical Record and translate this information into alpha-numeric code. The coding classification used is the International Statistical Classification of Diseases and Related Health Problems Australian Modification Tenth Revision (ICD-10-AM) and The Australian Classification of Health Interventions (ACHI). The Clinical Coder performs an essential function in providing quality accurate and uniform medical information and greatly contributes to the continuous growth of medical addition HIPE Data is used by the Healthcare Pricing Office (HPO) to fund Hospitals through the Activity Based Funding (ABF) Process.

Key Duties and Responsibilities
The person chosen will
  • Maintain throughout the Hospital an awareness of the primacy of the patient in relation to all Hospital activities.
  • Demonstrate behaviour consistent with the Values of the Hospital.
  • Be responsible for the provision of administrative support services to the HIPE department.
  • Report to the HIPE / Clinical Coding Manager
General accountability:
  • Commitment to continuous professional development including completion of relevant internal training programmes available through our Centre for Learning & Development Prospectus.

Leadership and staff management:
  • Completion of relevant training and availing of supports in the Leadership Academy including coaching mentoring and leadership development as applicable.


Qualifications & Experience required

Must have:
  • Have obtained at least Grade D3 in five subjects in the Leaving Certificate Examination (higher ordinary applied or vocational programmes) or equivalent
or
  • Have passed an examination at the appropriate level within the QQI qualifications framework which can be assessed as being of a comparable to Leaving Certificate standard or equivalent or higher i.e. Fetac Level 5
or
  • Have satisfactory relevant experience which encompasses demonstrable equivalent skills
and
  • 3 years relevant administration experience
  • Practical experience of use of computer packages to include Microsoft Office i.e. Word Excel Outlook PowerPoint and other related packages
  • Fluent command and understanding of the English language to include spoken and written word
and
  • Have satisfactory relevant experience which encompasses demonstrable equivalent skills.
  • The person chosen must be willing to commit to on-going HIPE and Activity Based Funding Education and Training.

Or
Have completed the HIPE Clinical Coder Mandatory Training for HIPE Clinical Coders with the Healthcare Pricing Office HSE and completed the Certification in Clinical Coding with the Technology University Dublin
SPECIFIC ACCOUNTABILITY
  1. Clinical Coding

The person chosen will:
    1. Report to the HIPE Manager / Deputy Manager.
    2. Liaise with Hospital doctors to ensure accuracy in activity data and provision of good quality research reports.
    3. Liaise with administrative staff to ensure coding of activity in a timely manner.
    4. Liaise with HPO to ensure technical accuracy in coding.
    5. Provide efficient general administrative support to the HIPE department.
    6. Maintain efficient general procedures as appropriate to the post.
    7. Process and facilitate in the collation and presentation of data as required by the HIPE Casemix Co-ordinator.
  1. Service Quality
    1. Maintain the understanding of the importance and relevance of quality in relation to HIPE Coding and that Clinical Coders work to agreed standards.
    2. Ensure that patients and visitors are treated with courtesy and respect in line with the values of our Hospital.
    3. Help in the collection of statistics

3. General
    1. Support the department in relation to the provision of administrative support services as required.
    2. Actively participate in regular meetings called by the HIPE Casemix Co-ordinator.
    3. Liaise with staff in other departments the public and outside agencies in a confidential courteous and professional manner.
    4. Undertake relevant tasks as requested by the HIPE Manager.
  1. HIPE / Clinical Coding Education and Training
    1. The Person chosen will undergo the ongoing mandatory HIPE Clinical Coder Training at the HIPE Division of the Healthcare Pricing Office (HPO) and will also undergo in-house training.
    1. HPO Mandatory Training
      1. Update training in relation to the HIPE Coding Classifications.
      2. HIPE Portal Reporter Training
      3. Coding skills workshops
      4. HIPE Coding Audit Training
      5. HPO Clinical Coder Level 6 Certification. HIPE Clinical Coder Education at the HPO has now been accredited by the Dublin Institute Technology. This training may now be undertaken as part of a certified training programme. HIPE Clinical Coders who successfully complete the certified course will be awarded a Level 6 Certification on the National Framework of Qualifications.
    1. HIPE Department Mentoring & Training
      1. Introduction to HIPE Coding at Tallaght Hospital
      2. Hospital orientation in-relation to HIPE Coding
      3. Education and training on all in-house administrative and reporting IT Systems used by the HIPE Department
      4. Chart Flow in HIPE
      5. Provide HIPE Coding Mentoring
      6. The relationship between HIPE Coding Activity Based Funding (ABF) and Hospital Funding

Reward & Recognition
  • Remuneration is in accordance with the Department of Health Consolidated Salary Scales 1st August 2025:
51718 by 7. Increments to 61886 (Incl. x 2 LSI)

Candidates who have not completed the HIPE Clinical Coder Mandatory Training for Clinical Coders with the Healthcare Pricing Office HSE and the Certification in Clinical Coding with the Technology University Dublin will be recruited at Grade IV (35609 by 7 Increments to 37714 Incl X 2 LSI)pending the completion of both the HPO and TUD Training / Certification

  • The appointment is a Specified Purpose Contract whole time and pensionable
  • The annual leave entitlement is 29 working days per year. The leave year runs from 1st April to the 31st of March each year
  • Normal working hours are 35 worked over 5 days. Your contracted hours of work are liable to change between the hours of 8 am to 8 pm over 7 days to meet the requirements for extended day services in accordance with the terms of the Framework Agreement
