The Opportunity

The City of St. Johns is currently accepting applications for one (1) Full-Time Permanent Transportation System Engineer within the Department of Planning Engineering and Regulatory Services. Reporting to the Manager of Transportation Engineering this position plays a key role in the planning design analysis and operation of the Citys transportation systems. The Transportation System Engineer contributes to the development of safe efficient and sustainable transportation networks that support mobility growth and quality of life for residents and visitors.

Accountabilities

Planning designing and supporting the operation of municipal transportation systems including intersections roundabouts active transportation infrastructure and traffic control devices
Contributing to the development of transportation master plans and transportation-related policies
Conducting traffic analysis and operational assessments of intersections and roundabouts
Reviewing and providing technical input on development applications related to transportation and traffic impacts
Interpreting developing and applying transportation-related policies standards and system elements
Preparing terms of reference for transportation studies and overseeing related work
Preparing technical reports briefing notes and recommendations for City Council and committee meetings
Providing professional advice and guidance on traffic-related matters including traffic calming traffic control plans road safety parking traffic signals and long-range transportation planning
Staying current with applicable industry standards codes legislation best practices and emerging transportation technologies

The successful applicant will be required to participate in all training programs applicable to this position and other related work. Qualifications

Degree in Civil Engineering from a recognized university
Registration or eligibility for registration with Professional Engineers and Geoscientists Newfoundland and Labrador (PEGNL)

Experience:

Minimum five (5) years of progressively responsible experience as a Professional Engineer in transportation engineering and infrastructure planning
Experience with transportation modelling software (e.g. VISUM Vissim Vistro Synchro SimTraffic and/or Sidra) and design software such as AutoCAD
Experience in municipal transportation planning and design including roadway and intersection design active transportation facilities transportation master planning and related feasibility corridor traffic and multi-modal studies
Strong knowledge of current transportation design practices including street network development transit universal design intersections and traffic control devices
Experience applying professional judgment to integrate technical operational and urban design considerations in municipal transportation projects
Strong analytical written and verbal communication skills including the ability to clearly present technical information and build effective working relationships with internal and external stakeholders

Hours of Work

The regular hours of work are 9:00 - 4:30 pm Monday - Friday for a total of 33.75 hours per week.

The incumbent may be required to work outside regularly scheduled hours due to operational requirements.

The City of St. Johns has a flexible work protocol which may apply to this position and is entirely operationally dependent.
