Description

Responsibilities:

Supports Clients wide-ranging business information requirements implementing and supporting business intelligence software solutions
Develops and supports customized query applications which analyze key business data
Develops and supports guided analysis and drill-down functionality routine scheduling and notification of report generation and effective implementation of opportunity and key-trend alerts.
Provides Clients with approach options and tools for managing business-related data in a manner that assists in quantitative analysis of progress and the relationship between operational actions and their effect on business objectives.

General Skills:

Experience with analyzing data in source systems to identify data cleanliness issues (e.g. missing values duplicate meanings and invalid data)
Experience with developing feedback processes to fix corrupt data in the source systems
Experience with developing data extraction transformation and load programs (daily and initial load) functionality on a wide-range of data repositories (relational and multi- dimensional data stores)
Experience with developing implementing and maintaining schedule/dependency logic for Extract Transform Load (ETL) scripts
Experience with developing monitoring and error notification processes to ensure data is updated as designed
Experience with developing automation extraction cleansing and load scripts
Experience generating research models and reports (scheduled and ad-hoc)
Proven troubleshooting and analytical experience

Hands on experience working with stakeholders to develop and document interface specifications design between Business Intelligence solutions and external applications
Extensive experience with conceptual logical and physical data modelling tools like Power Designer and Visio.

Key deliverables to be performed by the consultants include but are not limited to the following: and nbsp;

To support influence and impact the use of analytics and strategy for analytics across the enterprise. and nbsp;
To help develop and support the use of the Analytics tools and best practices across the enterprise. and nbsp;
Provide consulting services to ministry business partners regarding their information consumption and analytical needs. and nbsp;
Participate in the creation of detailed plans and accurate estimates towards development testing and implementation of the project or program. and nbsp;
Contribute to successful project completion by identifying risks and developing/ recommending mitigation strategies. and nbsp;
Participate in Proof of Concept or Proof of Technology projects. and nbsp;
The resource will also support CSC release and infrastructure solutions support sustainment activities urgent priorities changing needs or time-sensitive infrastructure upgrades or other sustainment activities supporting any CSC platforms overseen by the Cluster where annual work is required.

Provide expertise and amp; training to business users: and nbsp;

To help develop proposals and feasibility studies for small to medium projects. Conduct technology research evaluate Analytics tools and produce strategy/direction papers. and nbsp;
Provide advice and guidance in the areas of advanced statistical modelling econometrics tools and techniques. and nbsp;
Provide planning advice to the project team on the use of data and building capacity within the Ministry on performing advanced analytics and data analysis. and nbsp;
Provide direction on the statistical relevance of data to the project team and nbsp;

Scope:

The consultants must have a minimum of 10 years of the following skills and experience:

Skills and Experience and nbsp;

Experience working and communicating directly with business stakeholders; being able to provide guidance and advice to ensure the successful delivery of projects within the required timelines.
Experience in working with and analyzing large and diverse data sets identifying relationships and themes suitable for future policy development concerning post secondary education and training. and nbsp;
Strong knowledge of design development and implementation experience utilizing Analytics technologies involving the use of administrative postsecondary data. and nbsp;
Knowledge of Statistics and modelling techniques such as econometrics theory of Probability and Statistics - inference based on survey data confidence intervals regression models - multinomial linear logistic ridge machine learning algorithms - training model evaluation hyper parameters search techniques. and nbsp;
Knowledge of advanced data visualization tools and techniques. Knowledge of statistics and analytical tools such as R/SAS/SPSS Expert documentation skills. and nbsp;
Knowledge of BI technologies such as R Shiny Power BI Tableau. and nbsp;
Strong interpersonal and communication skills (both written and oral); ability to communicate with people in a wide variety of areas and at various levels from technical specialists to senior management. and nbsp;

Knowledge Transfer:

Transfer From Solution Development / and nbsp;Systems Testing/QA Specialist and nbsp;/ and nbsp; and nbsp;Intermediate and nbsp;to Project Manager

When Knowledge Will Be Transferred:

Knowledge transfer must be completed one week prior to the end of the project or one week prior to the consultant leaving the ministry.
All deliverables including design/supporting/release/training documents must be checked into designated version control repositories (for example SharePoint). All final documents and working drafts related to project requirements or solution design must be stored on designated project repositories (for example SharePoint site HPQC TFS)
Project manager and designated ministry staff must be regularly informed in writing (by email) of where documentation has been stored and must be provided a minimum of one walk-through of all documentation as part of the final knowledge transfer activities.

How Knowledge Will Be Transferred:

Knowledge will be transferred through 1 on 1 sessions emails document updates and document review with the team.

Core Skills - 35%

Demonstrated experience with database design (SQL Server Oracle) and nbsp;
Experience developing BI and analytics Roadmaps for clients (e.g. Microsoft and nbsp;BI) and nbsp;
Working knowledge of advanced data visualization tools and techniques (statistical graphics plots information graphics). Some tools that would be of and nbsp;
interest are Rshiny Google Analytics Tableau and Power BI and nbsp;
Demonstrated experience with data preparation and scripting tools (such as OpenRefine Python and DAX) and nbsp;
