BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Assisting more than 100 million people in over 80 countries each year the World Food Programme (WFP) is the leading humanitarian food security organization - saving and changing lives delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. To achieve its mandate WFP must ensure that it reaches the right people and that it manages its relationship with those individuals and their communities in a responsible accountable and effective manner.
The Analysis Planning and Performance (APP) Division is instrumental in advancing WFPs Zero Hunger mandate by placing high-quality evidence at the core of strategic and operational decision-making resource mobilization and accountability. This approach ensures that operations are not only efficient and cost-effective but also transparent and responsive to the needs of beneficiaries. APP works to ensure that decision-making within WFP is grounded in credible relevant and timely data. This is achieved through a structured approach that spans the full programme lifecycle from conducting initial assessments that inform programme design to monitoring outcomes for ongoing projects. APPs services provide critical support in data-driven decision-making strategic resource mobilization accountable programme management and integrated service deliveryensures that APP not only meets its recurring responsibilities but also enhances the overall effectiveness and impact of WFPs mission.
By consistently applying data-driven approaches APP ensures that strategic decisions are well-informed targeted and effective. For example timely data allows for adaptive strategies and proactive adjustments enabling WFP to respond swiftly to emerging challenges and opportunities. Utilizing evidence-based insights APP plays a crucial role in demonstrating the impact and necessity of WFPs programmes to donors and stakeholders. By aligning closely with organizational priorities APP informs WFPs capacity to achieve Zero Hunger in the most efficient effective and accountable manner possible.
The Monitoring and Data Analyst will operate within the Field Monitoring unit (APP-MF) under the direct supervision of the Monitoring Officer with the Head of Unit as the second level supervisor. The consultant will manage critical workstreams such as the Assessment Monitoring and Evaluation (AME) Cost Simulation Tool as well as the roll-out of a corporate digital solution for Process Monitoring Issue Escalation (SugarCRM).
ACCOUNTABILITIES/RESPONSIBILITIES:
The consultant will be expected to:
1. Manage the Assessment Monitoring and Evaluation (AME) Cost Simulation Tool: i) Continuously support the enhancement of CO guidelines (for reporting of planned and actual data); ii) Perform quality assurance of CO submitted data; iii) Continuously engage in capacity building of CO staff in the use of the tool; and iv) Conduct in depth analysis of annual data and prepare reports at global and regional level.
2. Roll out SugarCRM for Process Monitoring Issue Escalation (including): i) Develop project workplan (including budget staffing requirements and project management structure); ii) Lead system design configuration and development (including determine business requirements develop and test in-take form procurement of

licenses); iii) Develop Guidance and Standard Operating Procedures for escalation systems; iv) Lead the roll-out of the solution in Country Offices and implement required changes
3. Conduct analysis on monitoring data (outputs/outcomes): i) Perform portfolio analysis of WFPs activities outputs and outcomes; ii) Develop analytical monitoring briefs and reports for senior management; iii) Support Corporate Reporting processes (ACR APR)
4. Review and quality assure high priority Annual Country Reports including the coordination of APP contributions to the Annual Performance Report
5. Support Country Strategic Plan review in coordination with the Outposted teams: Review and quality assure new CSPs from a field monitoring perspective through e/s-prp processes
6. Provide field support to COs: i) Build field staff capacity to implement corporate guidance
7. Other relevant tasks as required.
DELIVERABLES AT THE END OF THE ASSIGNMENT:
The key outputs of the consultant are expected to be:
Business requirements and enhancements to the AME Cost Simulation Tool developed and implemented (including: analysis and determined benchmarks for country-level resourcing and funding for assessment monitoring and evaluations)
Roll out of a standardized solution for process monitoring issue escalation
Performed portfolio analysis of WFPs activities outputs and outcomes
Conducted in depth review and analysis of Country level data in annual reports as well as coordinate APP inputs to annual reporting exercises.
Conducted in depth review and analysis of new CSP/BRs to ensure monitoring information and arrangements are soundly embedded and reflected.
Conducted field missions to support COs to strengthen the monitoring function
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree in social sciences statistics development economics performance management monitoring and evaluation or other related fields or First University degree with additional years of relevant work experience and/or training/courses.
Experience:
Minimum of six years of relevant professional work experience including in monitoring and data analysis using a variety of quantitative and qualitative analytical tools and methods. Previous experience in humanitarian or development context
Knowledge & Skills:
Good understanding of WFPs Strategic Plan and associated guidance
Proven knowledge and skills in monitoring including advanced analytical skills and practical knowledge on how WFPs data is collected compiled analysed and presented for management decisions programme adjustment and donor reporting
Capacity development skills
Proven ability to work with relevant technology and procedures (e.g. web-based databases and other statistical applications) to produce analysis and develop and share quality reports and visualizations
Ability to deliver results through efficient planning and organizing activities
Strong interpersonal skills and ability to cultivate relationships across various functions and teams

Technical experience in working with data analysis software such as SPSS R Stata or similar applications is an asset.
Languages:
International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic Chinese French Russian Spanish and/or WFPs working language Portuguese.
