The Registry and Academic Support (RAS) of the campus provides core administrative services at the University like student enrolments registrations payments records exams and graduation by working closely with academic schools and other professional services also offers direct student support such as wellbeing careers service international student support and resources to enhance learning and holistic success.

Academic Quality and Regulatory Compliance is another core function of RAS ensuring adherence to the local laws and regulations primarily governed by the Malaysian Ministry of Higher Education (MOHE) and the Malaysian Qualifications Agency (MQA) covering approvals and accreditations and internal policies ensuring quality ethical standards and student welfare especially for international students. RAS has 3 main divisions namely Academic Quality Academic Operations and Student Life.

The Manager/Senior Manager Academic Quality and Regulatory Compliance is to provide expert and specialist professional advice to internal and external stakeholders and managerial support to the Universitys compliance monitoring and academic quality cycle through the design implementation and evaluation of appropriate processes policies and regulations. An excellent understanding of the Malaysian MOHE and MQA frameworks rules and regulations as well as the University policies and procedures is essential for this role. This position will be responsible for ensuring the campus acts in compliance with all requirements by the relevant regulatory and professional agencies.

The post holder will manage a portfolio of policies and procedures relating to regulatory compliance academic quality and enhancement. This may include the following:

  • institutional license approvals and renewals
  • programme approvals and reviews
  • quality assurance cycle
  • curriculum changes
  • academic quality and standards
  • enhancement projects

The Manager/Senior Manager Academic Quality and Regulatory Compliance is expected to work in collaboration with the global Academic Quality teams to ensure compliance and consistency in practice across all HWU campuses and most importantly in ensuring compliance with the Malaysian MOHE and MQA frameworks policies and procedures.

Key Duties and Responsibilities

  1. Take a lead role in the professional support for and operation of the Malaysia campuss Regulatory Compliance and Quality Assurance services.
  2. Ensure that University procedures policies regulations and supporting documentation meet the Malaysian MOHE MQA and other relevant external requirements (including statutory regulatory and professional bodies).
  3. Monitor and review the institutional and programme approvals accreditations and reporting status ensure the campus is properly registered with the regulatory agencies and/or professional bodies; take appropriate actions or recommend improvements when necessary.
  4. Manage internal and external academic audits and quality assurance activities for the campus ensure all documentations meet requirements.
  5. Coordinate and support academic schools and professional services departments in the management and submission of institutional records in relation to external approvals accreditations and other regulatory requirements such as data gathering regular reporting and institutional ranking/rating exercises.
  6. Consider and respond to the requirements of authorities quality assurance agencies and professional bodies such as but not limited to MOHE MQA Board of Quantity Surveyors Malaysia (BQSM) and Board of Engineers Malaysia (BEM) taking into account of the needs of the University.
  7. Ensure appropriate approvals and dissemination of revised procedures policies and regulations and to provide specialist advice to staff and students and conduct appropriate staff training in relation to programme/course approval and review processes.
  8. Act as a strategic partner for academic schools and professional services departments applying professional knowledge and experience to ensure the provision of effective support advice and guidance in quality matters while ensuring that compliance is maintained.
  9. Build professional relationships and maintain effective links with the local authorities professional agencies academic leaders and as well as other relevant staff at the University.
  10. Lead projects in relation to the work of the unit including contributing to business process improvement activities in relation to areas of responsibility to ensure they are effective efficient and meet the Universitys regulatory and statutory responsibilities.
  11. Plan and manage budgets and resources efficiently and investigate variances and implement solutions at the appropriate accurate progress reports on work activities and resource utilisations.
  12. Prepare and present reports and briefing papers as required gathering updating and evaluating management information identify solutions and making recommendations.
  13. Maintain effective document management with respect to active records archives being mindful of legislation and regulations on data protection and maintaining standards of security and confidentiality.
  14. Support relevant internal reviews statutory cycle and professional body events and to act as a professional representative for Academic Quality at University committees projects or working groups and with external agencies or networks as appropriate.
  15. Manage a team and undertake the line management and appraisal of staff within the unit and to mentor develop and support staff to ensure they perform to the best of their ability and are supported to develop their skills and careers.
  16. Deputise where necessary for the Head Registry and Academic Support and other senior members of the RAS team and to undertake any other duties requested by the Head Registry and Academic Support commensurate with the grade of the post.
