Senior Project Manager, Rapid Transit Program Delivery

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Torontos subway system to get people where they need to go better faster and easier. Our Rapid Transit Program Delivery Group has an opportunity for a Senior Project Manager to provide comprehensive project and program management services associated with the delivery of the Rapid Transit (RT) program. This position will provide a programmatic view to ensure the operational goals and objectives of the RT portfolio are met throughout the program lifecycle. The Senior Project Manager Program Delivery will be accountable for the effective management of processes and procedures to allow for efficient and collaborative delivery lead interface management activities and ensure consistency across the various projects within the program.

What will I be doing

• Provide project and program level leadership and management to the Project Delivery Teams (PDTs) Metrolinx staff Delivery Partners (DP) Technical Advisors (TA) and contractors engaged in interdependent project teams from initial conception design development procurement through commissioning and transfer to operations in accordance with good program/ project and construction management practices.
• Provide senior level support to the Director and the Vice President Capital Program Delivery Rapid Transit and a strong link to the technical commercial functional and support leads within each RT project with respect to program level issues.
• Manage program level interfaces with program stakeholders influencing cooperation consistency in approach between projects and standardized stakeholder requirements within the RT program; lead senior level interface points and ensure timely communication with external stakeholders (ex. TTC City of Toronto third-party developers) to manage expectations and resolve key programmatic issues.
• Manage program level interfaces between the RT project delivery teams and internal stakeholders (ex. Pre-Construction Services RT Operations Safety Asset Management & Maintenance Communications Community Engagement) to ensure a consistent approach to areas that impact program and project deliverables.
• Lead development of key agreements with programmatic external stakeholders such as the City of Toronto and TTC.
• Support project and program and commercial to ensure compliance with contracts utilizing various delivery models; provide oversight of project agreement requirements where required.
• Find areas of improvement in the way Metrolinx conducts business and develop solutions that will standardize the way we deliver projects;identify opportunities for innovation areas for improved collaboration and continuous improvement when resolving complex program level issues.
• Potentially manage staff monitor achievement of performance objectives and develop and implement action plans.

What Skills and Qualifications Do I Need

• Demonstrated progressive experience in capital project management and implementation including experience managing large complex multi-year projects.
• Registration as a Professional Engineer (.) in the Province of Ontario isan asset.
• Project Management Professional (PMP) certification is an asset.
• Extensive project management coordination and stakeholder management skills to provide senior leadership and oversight to staff and program teams within budget and schedule restraints and monitor project performance against business objectives.
• Leadership skills including communication interpersonal negotiation and consensus building.
• Ability to manage a diverse group of specialists and consultants to accomplish the goals of the agency within established scopes schedules and budgets.
• Analytical and problem-solving skills to manage complex project and program issues and risks and facilitate effective resolution.
