LEVEL 3: PLANNER ESTIMATOR II
At this level works with limited supervisory involvement and exercises considerable amount of independent decision making in performing the Planner Scheduler work along with additional duties such as developing Project Contract documents schedules and validating work orders.
PRIMARY DUTIES AND RESPONSIBILITIES
Within the limits of authorized company objectives policies procedures plans and budgets the Planner Estimator II has responsibilities and duties including but not limited to the following:
1. Scope plan and estimate contractor work in accordance with the procedure for Planning Contracted Work ES-CM-100. Ensure work packages are complete. This includes all HEC procedures confined space and burn permits job aides maintenance procedures PM attachments safe work practices and environmental policies procedures and permit limitations. Estimate contractor work with some assistance from Supervisors.
2. Develop maintain and monitor P6 schedules related to outage maintenance and projects.
3. Ensure common understanding of the projects among all stakeholders especially the responsible Contract Supervisors. Maintain all contractor project schedules (daily weekly outage work etc.) and communicate any changes to the daily or weekly plan.
4. Effectively monitor and reduce overtime usage and proactively explore ways to increase productivity. Upon job completion ensure work orders are properly routed or filed and any follow-up (parts repair/replacement procedure updates/changes etc.) is accomplished.
5. Provide leadership in implementing company and departmental goals with team members. Provide guidance to the Planning Associate position concerning planning and scheduling contractor work.
6. Review and approve invoices as authorized for planned work. Route invoices for further authorization approvals as required
7. Perform any and other duties or special assignments as assigned by E & PM Manager Construction.
QUALIFICATIONS
Education
Required: High School Diploma or equivalent
Preferred: College Degree in Business Engineering Engineering Technology Building Construction or related degree from an accredited institution is preferred and may be considered in lieu of equivalent years of the overall experience requirements.
Related Experience
Required: Minimum of 2 years as a Planner Estimator I; or minimum of six (6) years of work experience related to the Duties & Responsibilities of this position is required. Related experience must consist of progressively more complex assignments in scheduling planning and/or tracking maintenance work and equipment in a heavy industrial facility.
Preferred: Experience in planning and creating work packages
Additional Knowledge/Skills/Abilities (KSA) *in addition to previous levels
Required: Proficient knowledge of work management systems related to planning scheduling and tracking maintenance work and equipment in a heavy industrial facility. Demonstrated clear understanding of maintenance and outage management best practices and procedures with the ability to develop and maintain KPI metrics and POW schedules. Proficient with Microsoft Office Microsoft Excel and PowerPoint. Ability to effectively develop and maintain spreadsheets pivot tables macros power point presentations and other related programs and documents;
Strong communication skills with the ability to gather information from numerous sources compile and correlate information and communicate using written verbal and various reporting methods.
Preferred: Proficient using scheduling software i.e. Primavera Microsoft Project with a thorough understanding of CPM scheduling methods and theory.
